We are aware and are diligently working on the sources of inflow and infiltration throughout the Town's sanitary sewer system. During the reported sanitary sewer overflow, I&I was increased due to the natural condition of heavy rainfall from winter storm Finn. Town staff and Town engineers immediately met and have inspected the overflow area. There are identified repairs needed to the sewer system to reduce the probability of a sanitary sewer overflow in the future. The attached documents will identify these issues and the plan of action to address each, as your office has requested. The minutes are attached (Attachment 1). The actions identified include: A. Determine Manholes Likely to be 44774 Underwater during Stream High.. rt` Flows: The attendees convened the week of February p 16 to inspect the N. route of the Cokey Swamp outfall near the site of the SSO's. We determined that it is likely the manhole tops are underwater at times when Cokey_ �x.+.,•:• . ice. , Swamp is conveying large, long duration storm events. We discussed use of some of the current project contingency from Project CS370698-01 (which is nearing completion) on addressing these manholes. The amount estimated to be available should be larger than that required, see the attached table called Remaining Budgeted Funds (Attachment 3). We walked the site to identify the manholes to receive seal -tight manhole tops, chimney seals and non -shrink grout and venting above the flood plain elevations. The manholes to receive these treatments include the ones within the red -clouded area on the attached "SSO Location" map (Attachment 2). We discussed this use of funds with our CS370698 DWI project manager and he concurred verbally that the funds fall within the scope of the original ER and can be targeted to this work (Attachment 4). We are preparing a change order for this work which the contractor has agreed to undertake. B. Review Video Inspection Recently Taken for Possible Inflow and Infiltration Sources — We have limited video inspection that shows lines that contribute to this problem are and will review it to determine if there are sources that we can eliminate. Make sure the entire run that appears to be affected by the creek is video inspected and identify any potential sources visible in the Page 1 of 2 video inspection. Order inspection of any lines subject to the Cokey Swamp flood plain so that problems can be located. C. Consider Chemical Flow Dilution Testing — Chemical flow dilution can help prioritize improvements that cause excessive flows contributing to the sewer which had the SSO. We have contacted Tri-State Utilities to see if they can provide this service for the Town and will talk to others that may conduct this service to see who will provide this service. Some of the same funding alluded to above can be used to do this work and our intention is to provide additional info on this potential work as soon as we gather it. We will be responding during the month of March (TEG) to the Town with additional information on this methodology. We have attached an example of previous work conducted by T. Tripp that located inflows to another system using this method. If we can determine a service provider for this work, we will also include it in an ER for a recently funded project so additional work can be completed that specifically locates inflow and infiltration sources. D. Smoke Testing- The Town has a smoke tester in its inventory. The staff has committed to follow up with additional smoke testing to try and locate sources of inflow and infiltration in the sewer that contributes to the SSO problem area. The limits of the smoke testing have been determined based upon the sewershed delineation carried out as part of a previous sewer system assessment. The sewershed can be seen in Attachment 5-Priority Map (shows sewershed limits for smoke testing). This map will be used to direct the locations of the smoke testing. E. Time Clocks — We discussed adding time clocks to the stations to determine which have excessive flows; however, this particular problem area is served by gravity and while this will help with other potential problem areas it will not directly address this one that is the subject of the SSO. F. Dye dilution test —$20/test b. Create flow map c. Recon of the alignment of manholes that follow outfall channels d. Double check video footage for possible missed or under reported problems e. Review old inspection videos f. Ask if more grant money is available to address these emergency repair 6. Consider adding time clocks to all pump stations. This would allow you to create a picture of the flow rates through the pump and its associated interceptors. 7. Need to prioritize these mini projects and match to any leftover Brickyard funds. 8. I was at the Sharpsburg PS for a startup. Those items listed in Progress Meeting#10 (attached) are largely accomplished. The station itself is substantially complete (can be used for intended purpose) but I will be issuing a notice of that next week with a punch list. The Owner wanted to have a time where the station is operation and the backup pumps are still onsite. In order to accomplish that Owner was ready to place the pump station into service. We completed a review with the pump vendor representative, the electrical contractor, electrical engineer, myself and our construction observer present. The pump performs as expected per drawdown tests we conducted with all in attendance. We diverted sewer flow to the new station. The telemetry is operational and tested to function correctly in our presence including calling everyone on the list in the event of high water or power outage. On the SSO we met and discussed. We performed some follow-up scouting, and see items that should be addressed and we can discuss that further. Please see the attached SSO report and photos. This region was included in the ER but the TV inspection we did not identify the problem locations. We are meeting about this tomorrow. There is contingency that could be used on this effort which would be covered by the original ER. Given that we may request of follow-up final change order to help the Town with that issue, maybe we should plan on another visit. There is about $110K in the budget remaining. Also I've attached an amendment to the engineering services that we intend to submit. This region was included in the ER but the TV inspection we did not identify the problem locations. We are meeting about this tomorrow. There is contingency that could be used on this effort which would be covered by the original ER. Given that we may request of follow-up final change order to help the Town with that issue, maybe we should plan on another visit. There is about $110K in the budget remaining. Also I've attached an amendment to the engineering services that we intend to submit.
