Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as
subsequently amended).
This final permit includes no major change from the draft permit send to you on April 23,
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30)
days following receipt of this letter. This request must be in the form of a written petition, conforming to
Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings
(6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this
decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division
may require modification or revocation and reissuance of the permit. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or permits
required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or
Local governmental permit that may be required.

In compliance with the provision of North Carolina General Statute 143-215.1, other lawful standards and
regulations promulgated and adopted by the North Carolina Environmental Management Commission, and
the Federal Water Pollution Control Act, as amended, the

is hereby authorized to discharge wastewater from a facility located at the
Vanceboro WTP
923 Farm. Life Avenue northeast of Vanceboro
Craven County
to receiving waters designated as an unnamed tributary to Mauls Swamp in the Neuse River Basin in
accordance with effluent limitations, monitoring requirements, and other conditions set forth in Parts I, II,
III and IV hereof.
The permit shall become effective August 1, 2008.
This permit and the authorization to discharge shall expire at midnight on April. 30, 2013.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby revoked. As of this
permit issuance, any previously issued permit bearing this number is no longer effective. Therefore, the exclusive
authority to operate and discharge from this facility arises under the permit conditions, requirements, terms, and
provisions included herein.
The Town of Vanceboro is hereby authorized to:
1. Continue to discharge intermittent sand filter and softener backwash/rinse water from
the raw well water treatment system.' This facility is located at the Vanceboro Water
Treatment Plant at 923 Farm Life Avenue, northeast of Vanceboro in Craven County.
2. Discharge at the location specified on the attached map into an unnamed tributary to
Mauls Swamp, classified C-Swamp NSW waters in the Neuse. River Basin.

1. Flow is estimated based on meter rates and duration of cycles per daily occurrence. The TMF flow is the sum
of all estimated flows in a calendar month.
2. The TN Load is the mass quantity of Total Nitrogen (TN) discharged in a given time period. See Special
Condition A (2.) of this permit. If applicable the annual allocation is based on the annual calculation.
3. The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units.
4. The TRC monitoring and limit applies only if chlorine and/or a chlorine derivative is used as a disinfectant in
the water influent used for the backwash or the rinse cycles. The facility shall report all effluent TRC values
reported by a NC certified laboratory including field certified. However, effluent values below 50 µg/L will be
treated as zero for compliance purposes.
5. For a given wastewater sample, TN = TKN + (NO2-N + NO3-N), where TN is Total Nitrogen, (NO2-N + NO3-N) is
Nitrite/Nitrate Nitrogen, and TKN is Total Kjeldahl Nitrogen.
6. Ceriodaphnia dubia chronic toxicity Monitoring Qa 90%. Toxicity monitoring will be performed during March,
June, September, and December. See Special Condition A. (3.).
All samples collected should be from a representative discharge event.
Thete shall be no discharge of floating solids or visible foam in other than trace amounts.

A. (2) CALCULATION OF TOTAL NITROGEN LOADS
a. The Permittee shall calculate monthly and annual TN Loads as follows:
L Monthly TN Load (pounds/month) = TN x TMF x 8.34
where:
TN = the TN concentration (mg/L) of the sample collected during the month
TMF = the Total Monthly Flow of wastewater discharged during the month (MG/month). If all discharges
are not recorded at the facility, document the calculation(i) used to determine total monthly flow
8.34 = conversion factor, from (mg/L x MG) to pounds
H. Annual TN Load (pounds/year) = Sum of the 12 Monthly TN Loads for the
calendar year
b. The Permittee shall report monthly Total Nitrogen results (mg/L and pounds/month) in
the discharge monitoring report for that month. The Permittee shall report each year's
annual results (pounds per year) in the December report for that year.

A. (3.) CHRONIC TOXICITY MONITORING (QUARTERLY)
The permittee shall conduct quarterly chronic toxicity tests using test procedures outlined in
the "North Carolina Ceriodaphnia Chronic Effluent Bioassay Procedure," Revised February
1998, or subsequent versions.
The effluent concentration defined as treatment two in the procedure document is 90%. The
permit holder shall perform cluarteriu monitoring using this procedure to establish
compliance with the permit condition. The tests will be performed during the months of
March, June, September, and December. Effluent sampling for this testing shall be
performed at the NPDES permitted final effluent discharge below all treatment processes.
All toxicity testing results required as part of this permit condition will be entered on the
Effluent Discharge Monitoring Form (MR-1) for the month in which it was performed, using
the parameter code TGP3B. Additionally, DWQ Form AT-1 (original) is to be sent to the
following address:

Completed Aquatic Toxicity Test Forms shall be filed with the Environmental Sciences
Section no later than 30 days after the end of the reporting period for which the report is
made.
Test data shall be complete and accurate and include all supporting chemical/physical
measurements performed in association with the toxicity tests, as well as all dose/response
data. Total residual chlorine of the effluent toxicity sample must be measured and reported if
chlorine or a chlorine derivative is employed for disinfection of the waste stream.
Should there be no discharge of flow from the facility during a month in which toxicity
monitoring is required, the permittee will complete the information located at the top of the
aquatic toxicity (AT) test form indicating the facility name, permit number, pipe number,
county, and the month/year of the report with the notation of "No Flow" in the comment
area of the form. The report shall be submitted to the Environmental Sciences Section at the
address cited above.
Should the permittee fail to monitor during a month in which toxicity monitoring is required,
then monthly monitoring will begin immediately. Upon submission of a valid test, this
monthly test requirement will revert to quarterly in the months specified above.
Should any test data from this monitoring requirement or tests performed by the North
Carolina Division of Water Quality indicate potential impacts to the receiving stream, this
permit may be re -opened and modified to include alternate monitoring requirements or
limits.
NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control
organism survival, minimum control organism reproduction, and appropriate environmental controls,
shall constitute an invalid test and will require immediate follow-up testing to be completed no later than
the last day of the month following the month of the initial monitoring.

Question 1: For the effluent characteristics that are monitored once you have
submitted 12 data points you may request the division to review the data and
determine if further monitoring is required. This can be requested anytime and is not
subject to only when the permit is renewed. Both a statistical evaluation of the
supplied data and documented toxicity levels are used in determining monitoring
requirements.
Question 2: The TRC monitoring and limit are conditional and only apply if
chlorinated compounds enter the water streams that generate the wastewater stream. In
Vanceboro case it is understood there is no chlorinated compounds entering the waste
stream under the current operation. However, this conditional feature is a basic
part of permits so if future operational changes occur then the permittee
automatically knows what are the compliance requirements. Typically you would also
notify the Regional Office of any changes.

An IWC calculation was not conducted since the UT is considered a zero flow stream. Also, in
stream monitoring not applicable in UT.
Process:
Raw well water is aerated and collected in a surge tank as demand dictates. From the tank water is
then pumped through pressure sand filters then water softeners. As the treated well water exits the
plant before entering the drinking water distribution system chlorine is introduced. No other
chemicals are added. There are two parallel treatment trains, each one contains a sand filter followed
by a water softener. Filtered well water is used to intermittently backwash and rinse the sand filters
and water softeners which as waste water is discharged to the permitted outfall. A bulk salt solution
tank provides the regen salt to the softeners.
The operator initiates the backwash and rinse cycles based on treated water throughput. He monitors
the flow and time, and takes the required effluent sample. Discharge is into an UT to Mauls Swamp.

There is one area storm drain connected to the permitted outfall that collects storm water from the
grassy area adjacent to the treatment building.
Two violations for exceeding Daily max TSS, one in 2004, one in 2007.
Concerns:
Flow effluent monitoring/reporting, currently estimated using existing meters. Application states
0.013 MGD but DMR data indicates 0.016 MGD, will use 0.016 MGD.
TSS monitoring with Effluent Daily and Monthly Average Limits. Sample is grab sample. Will
maintain current frequency and limits. DMR data review indicates two violations.
Salinity monitoring, sample is grab sample. New parameter required for ion exchange plants. Will
check monthly.
