Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina
and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended).
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to
you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this
letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina
General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North
Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain
other permits which may be required by the Division of Water Quality or permits required by the Division of Land
Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be required.

conditions set forth in Parts I, II, III and IV hereof.
This permit shall become effective April 1, 2005.
This permit and authorization to discharge shall expire at midnight on December 31, 2009.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby
revoked. As of this permit issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this facility arises under the
permit conditions, requirements, terms, and provisions included herein.
Blue Ridge Country Club Development, LLC
is hereby authorized to:
1. Continue to operate an existing 0.025 MGD wastewater treatment system with the
following components:

♦ Dual path aeration tanks
♦ Dual path clarifiers
♦ Tertiary filters
♦ Chlorination & dechlorination
This facility is located at the Blue Ridge Country Club and Golf Course on U.S. Highway
221 near Ashford in McDowell County.
2. Operate a water reclamation and distribution system to provide beneficial reuse for
treated effluent from the treatment plant, as approved pursuant to the Non -Discharge
Permit WQ0012073.
3. After obtaining an Authorization to Construct from the Division construct and operate a
0.202 MGD wastewater treatment facility.
4. Discharge from said treatment works at the location specified on the attached map into
the North Fork Catawba River, classified C-Trout waters in the Catawba River Basin.

A. (3.) Schedule of Compliance
1. The non -discharge components of the treatment system shall be repaired within one
year of permit issuance. A progress report shall be submitted to the Division 6 months
after the issuance of the permit. This report shall include a summary of the repairs and
a construction schedule. If any component of the treatment system is replaced for a
different size or capacity, an Authorization to Construct shall be submitted to the
Division.
2. Upon completion of the repairs to the spray irrigation system, Blue Ridge Country Club
Development is allowed to discharge to surface waters from November 1 to March 31
and when the spray system is not useable.
A. (4.) Phased Construction Condition
Plans and specifications for the next phase shall be submitted when the flow to the existing
units reaches 80% of the design capacity of the currently installed (0.025 MGD) facilities.
At no time may the flow tributary to the facility exceed the existing design capacity.

Summary Blue Ride Country Club operates a 0.025 MGD treatment plant. They have both
a NPDES discharge permit and a non -discharge spray irrigation permit (WQ0012073).
Heavy rains caused by hurricanes this past summer damaged the treatment system and
rendered the spray system unusable. They will need to discharge until the spray irrigation
system is fixed.
Data Review Data from the past 3 years show several exceedances of BOD and TSS daily
maximums. Also the ammonia monthly average was exceeded once.
Proposed Modifications
• The treatment plant capacity is 0.025 MGD but the permit was issued for the
expected full capacity of 0.202 MGD. A new effluent page was added with the flow
limit of 0.025 MGD. All other limits remain unchanged except for ammonia. Daily
maximum limits for ammonia were added to both the 0.025 MGD and 0.202 MGD
flows. The daily maximum limits are 10 mg/L for the summer and 20 mg/L for winter.
• The monitoring frequencies were adjusted to reflect a grade 2 treatment system.
• A schedule of compliance of one year was added for the repair of the system.

Wastewater Treatment Plant
I am attaching a Preliminary Engineering Report for the Blue Ridge Country Club
wastewater treatment plant that addresses the questions and provides the additional information
for the facility you have requested. Mr. McNutt desires to obtain a permit that will permit
discharge of the 25,000 gpd flow from the facility and to abandon the use of the spray irrigation
system at this time. However, if at all possible, they desire to leave the permit for the spray
irrigation system in place until the renewal date.
Please let me know if there are additional items that we will need to provide. If there are
any questions please give me a call.

I. INTRODUCTION
Blue Ridge Country Club is a residential golf course development located in the North Cove
area of McDowell County adjacent to US 221. The development contains approximately 550 acres
of property with current amenities including an 18 hole championship golf course, pro shop, 13
room bed and breakfast facility, and approximately. 22 residential homes. Full development build -
out of the property will include an additional 450 homes.
A wastewater collection and treatment system has been designed and installed to provide
service for the development. The wastewater collection system consists of a low pressure sewer
system that collects and transports wastewater to an existing wastewater treatment plant. The
treatment plant has a design capacity of 25,000 gallons per day (gpd) and utilizes a single steel tank
with flow equalization compartment, dual aeration compartments, and dual secondary clarifiers.
Flow from the aeration process flows to a tertiary filter tank that contains two (2) tertiary, filters for
the polishing of effluent prior to discharge. The facility is permitted to discharge treated wastewater
to the North Fork of the Catawba River under NPDES permit NC0080098. This permit allows for
the discharge of up to 202,000 gpd from the facility, once the facility is expanded in the future.
Blue Ridge Country Club also has a permit for the reuse of reclaimed water from the
treatment plant for spray irrigation onto the golf course. This permit number is WQ0012073. It
should be noted that the NPDES permit contains a requirement that reads " There shall be no
discharge of effluent except in cases when spray irrigation is not usable".
Two (2) recent flood events in the North Cove area as a result of rainfall from Hurricane
Frances and Ivan has resulted in sever damage to a portion of the wastewater treatment plant and the
golf course. This damage has made the use of the spray irrigation system impossible for the
foreseeable future. The purpose of this report is to provide a. description of the existing wastewater
treatment facilities, describe the damage from the recent flooding and the anticipate cost for repairs,
and to provide alternatives for the operation of the system until such time as the spray irrigation
system can be repaired.

H. EXISTING FACILITIES
Blue Ridge Country Club has a wastewater treatment plant which treats collected
wastewater from the development and treats the wastewater prior to discharge to the North Fork
of the Catawba River or for reuse as irrigation water on the golf course. The wastewater treatment
facility is permitted to discharge up to 202,000 gpd of treated wastewater to the North Fork of the
Catawba River under NPDES permit NC0080098. However, the current treatment plant only has a
design capacity of 25,000 gpd. A permit is also in place for the reuse of reclaimed water from the
treatment plant for spray irrigation onto the golf course. This permit number is WQ0012073. It
should be noted that the NPDES permit contains a requirement that reads " There shall be no
discharge of effluent except in cases when spray irrigation is not usable".

The wastewater treatment plant is a package type facility utilizing the activated sludge,
extended aeration process for secondary treatment followed by tertiary filters for final effluent
polishing. NPDES permit number NCO080098 for the facility contains the following discharge

Flow enters the wastewater treatment plant at the 8,100 gallon flow equalization basin. This basin
contains two (2) submersible pumps that convey wastewater into the aeration basins at a maximum
flow of approximately 25 gpm. The basin volume provides 32% of the design capacity for flow
equalization that is greater than the recommended 25% standard for flow equalization basins.
Flow from the equalization basin is pumped to two (2) aeration basins tanks that provide the
treatment vessels for the waste activated sludge process. One basin has an approximate volume of
14,500 gallons and the second basin has a volume of 12,800 gallons, for a combined volume of
272300 gallons. This combined capacity provides in excess of 24 hours hydraulic detention time for
the waste activated sludge process which is desirable.
Each of the two (2) basins is equipped with coarse bubble diffused aeration equipment to provide
the required oxygen for the process. Two (2) positive displacement (BP) blower units provide air
supply, each sized to provide the maximum airflow requirements.
From the aeration tank flow is equally split between two (20 secondary clarifiers for the removal of
suspended solids from the treated wastewater. Each of the clarifiers has a surface area of 48 square
feet that provides a hydraulic surface loading rate of 260 gpd/sf at the design flow of 25,000 gpd.
This surface loading rate is well below the recommended design loading rates for this type of
facility.
Flow exists the clarifier units and s disinfected utilizing tablet type chlorination equipment prior to
flowing into a post aeration basin equalization basin with a 3,450 gallon volume. From this basin
enters two (2) tertiary filters with a combined surface area of 38 square feet. These two (2) tertiary
filters provide final polishing of the effluent and the removal of solids prior to the final effluent
being chlorinated using a tablet chlorinator and discharged into the effluent pump station.
Two (2) pumps in the effluent pump station discharge to the existing effluent holding pond. The
pond has a volume of approximately 128,800 gallons which provides in excess of the five (5) day
holding/storage requirement for .wastewater reuse systems.
From the holding pond two pumps transfer treated effluent to the golf course irrigation pond for
storage and use as irrigation water for the course.

Blue Ridge Country club holds permit number WO0012073 that allows for the use of reclaimed
water for the purpose of the irrigation of the Blue Ridge Country Club golf course. The permit
allows for the use of 2.3 million square feet (52.8 acres) of property to be used for the irrigation
system (reclaimed water). Effluent from the wastewater treatment plant is pumped to the golf
course irrigation holding pond, at which point additional water is added as needed from two (2)
groundwater supply wells. An irrigation pump system then supplies flow and pressure from the
pond to the sprinkler system for the application of the treated effluent.

in. RECENT STORM DAMAGE
The remnants of hurricanes Frances and Ivan produced torrential rains in McDowell County.
Especially hard hit was the North Cove area around Blue Ridge Country Club. The flooding
associated with the rains resulted in sever damage to the golf course and extensive stream bank
erosion around the wastewater treatment plant.
The flooding did not effect the wastewater treatment plant operation and the main components of
the plant remain intact and operational. However, the effluent holding pond was severely
damaged. Due to stream bank erosion of the North Fork of the Catawba River the earthen berm
forming the holding pond near the river was damaged. As a result of this damage the pond has
been taken offiine until such time as repairs may be made. The following photographs illustrate
the damage to the lagoon berm,

As can be seen from the above photographs the effluent holding pond berm was severely
damaged as a result of the erosion of the North Fork of the Catawba River stream banks. This
erosion removed a large section of the berm forming the holding pond to the extent that the
HDPE liner within the lagoon was exposed on the riverside and several areas were damaged.
Prior to returning the holding pond to service the earthen berm must be reconstructed, the stream
bank restored and the HDPE liner replaced.
Reconstruction of the earthen berm and restoration of the stream bank will require both the
relocation of the stream channel away from the holding pond area and extensive grading to
permit the reconstruction. The estimated cost to repair the holding pond including the
reconstruction of the earthen berm, stream bank restoration, and the repair of the HDPE liner is
$75,000 to $100,000. We have estimated that the total construction time required to make these
repairs, including an allowance for acquisition of permits is four (4) to six (6) months.

In additional to the damage to the stream at the wastewater treatment plant the golf course
experience sever damage that resulted in all of the cart path bridges across the North Fork of the
Catawba River being washed away or damaged. These bridges provided the support for the golf
course irrigation system piping. Therefore the golf course irrigation system is no longer
functional.
Discussions with the Owner of the golf course, Mr. Wayne Downing revealed that the cost for
the repair of the irrigation system would be approximately $75,000. These repairs will not be
completed before June 2005.

IV. PROPOSED ALTERNATIVES
Due to the recent damage from the remnants of hurricanes Frances and Ivan the wastewater
treatment plant effluent holding pond has been taken o#lline and the golf course irrigation system
is no longer functional. In order to permit the wastewater treatment plant to continue to operate
Blue Ridge Country Club is requesting that the NPDES permit be modified to permit the
discharge of treated effluent to the North Fork of the Catawba River within the current permit
limits. The existing effluent turbidimeter will be used in conjunction with a new automated
alarm system to prevent the discharge of wastewater to the river which does not meet the permit
limits.
Treated effluent will be monitored using the effluent turbidimeter to verify that effluent is at
10 NTU or less. In the event that the effluent turbidity exceeds 10 NTU the system operator will
be contacted and the effluent piping valves adjusted so that all wastewater is returned to the head
of the plant for re -treatment until such time as effluent permit limits are achieved. The plant has
adequate influent flow equalization capacity to handle this return flow steam and not upset plant
operations.
The system operators' area available to be at the plant within one hour of an alarm
condition to access the situation and make the necessary adjustments.
Blue Ridge Country Club is requesting that the Reclaimed Water Utilization Permit
(WQ0012073) remain in place. This will permit the system to be reactivated once the golf
course irrigation system is repaired. However, it should be noted that due to the design of the
golf course irrigation system that treated effluent couldn't be applied to the golf course during
the winter months. With the aerial pipeline crossings attached to the golf cart path bridges and
the shallow sprinkler heads the system must be winterized near the middle of November each
year. The system is -then not placed into service until near April 15 of each year. Blue Ridge
country club is requesting that NPDES permit NCO080098 be modified in the future to allow
discharge to the North Fork of the Catawba River from Novemberl to April 15 of each year, and
that spray irrigation (reclaimed water) be used for golf course irrigation once the irrigation
system is returned to service and weather conditions permit.

In addition Blue Ridge Country Club is requesting written approval to discontinue the use
of the effluent holding pond as a part of the wastewater treatment process. Once the stream bank
restoration has been completed and the holding pond liner has been repaired the owner may
request that the use of the pond be included in the future expanded treatment plant process.

V.
SUMMARY,ts
As a result of extensive damage to the Blue Ridge Country Club golf course and stream
bank erosion along the North Fork of the Catawba River from remnants of hurricanes Frances and
Ivan Blue Ridge Country Club is requesting approval of modifications to their existing wastewater
treatment plant. Specifically they request approval of the following amendments:
• The effluent holding pond is abandon and no longer included as a part of the
approved wastewater treatment process.
• Treated effluent is discharged directly to the receiving stream up to the current
design flow of the plant, 25,000 gpd.
• The reclaimed water permit shall remain active but due to damage to the golf course
irrigation system no wastewater will be reclaimed for a period of at least one year.
• The NPDES permit will be modified to permit discharge. during the period from
Novemberl to April 15 of each year.
A control system will be installed so that all effluent in excess of permit limits for
turbidity will be returned to the head of the plant for re -treatment.

Here's a summary of what we discussed for Blue Ridge Country Club (NC0080098).
- They have an existing permit for 0.202 MGD.
- They have a W WTP that seems to be designed only for 0.025 MGD
- They can't feasibly do spray right now and it may be cost prohibitive to get fixed and do in
the future
- Permit stipulates that they must not discharge unless spray is not useable (nice double
negative in the permit - grammar ain't our strong suit here!)
- There is a stipulation (A.2.) of the permit that says they need to submit plans/specs if flow
to WWTP reaches 80% of 0.025 MGD
- The WQ model conducted in the past was for the total flow of 0.202 MGD
- NPDES permit is currently up for renewal
Here's what I believe we should do:
- Have their engineer document the past and current problems with the spray system and
document how much it would cost to fix; also state why they can't use spray of treated
wastewater if they need to irrigate the golf course in the fixture anyway; provide confirmation
that the existing W WTP is designed at 0.025 MGD
- Tell them we can likely work something out - but the permit will have to be reworded (and
we'll do this at renewal)
- We'll phase the permit: an effluent page for current design at 0.025 MGD; and another
effluent page for 0.202 MGD; but .... they must perform a full engineering alternatives
analysis prior to expansion above 0.025 MGD - meaning they would need to look at spray,
drip, connection, etc. prior to expanding above 0.025 MGD. They would also need to receive
an authorization to construct prior to expanding above 0.025 MGD.
- Make sure it is very clear to them that if they agree to this and document their problems
with spray, they will have a permitted flow limit of 0.025 MGD (but will have the ability to
expand above that once they go through the EAA and document); we are not taking away any
flow - just having the permit reflect what they have the ability to treat and discharge with
their current WWTP.

The Blue Ridge Country Club has a reuse permit as well as an NPDES
permit.
The golf course had considerable damage to the spray irrigation system
as a
result of the last two storms. Forrest (Westall) and I discussed some
options for
Blue Ridge last week with regard to returning to the reuse system.
Forrest suggested
that although this would not be the best option, perhaps the reuse
permit could be voided in
favor of the discharge permit. He indicated that obviously from an
environmental standpoint
the reuse system would be better but cost might be an issue in this
case. I'm just checking with you to see if this is
actually an option. Forrest indicated that this would certainly require
