The purpose of this inspection was to ensure compliance with the subject permit. During the inspection, the cooperation and assistance provided by you and Randall Jarrell was helpful and appreciated. This compliance evaluation inspection consisted of the following: •Review of the permit; •Review of the owner/facility information; •Review of Non-discharge wastewater monitoring reports (NDMRs), and maintenance logs. •On-site inspection of treatment and storage components The current permit was issued March 6, 2022 and expires on July 31, 2025. Our records indicate the treatment system consists of two 1,200 gallon septic tanks, an intermittent sand filter, a chlorine dosing chamber, a 10.5 foot by 5 foot chlorine contact/pump tank with two 13 gallon per minute (GPM) submersible pumps, and high-water alarms, a 30 foot by 94 foot constructed wetland with a 45 millimeter EDPM liner, a flow splitter box, a 0.08 acre disposal area with four 6 foot by 175 foot infiltration galleries, and all associated piping, valves, controls, and appurtenances. Non-Discharge Permit WQ0013502 authorizes the operation of up to 1080 gallons per day (GPD). The authorized irrigation is in accordance with the effluent limits and monitoring requirements established within the Non-Discharge Permit. The items below show what conditions were noted at your facility: At the time of the inspection, the system appeared to be well maintained. The visual and audible alarms functioned properly when the test switch was actuated and when the float was pulled. The pump tank pump was functioning properly. Chlorine tablets were observed in the chlorinator tubes and were contacting water. The wetland cell and infiltration galleries were visited, and no evidence of runoff was observed. The monitoring and reporting requirements have recently been partially met through late submittal of multiple missing Non Discharge Monitoring Reports (NDMRs). Annual and 2 times per year effluent analyses for calendar years 2023 and 2024 have not been provided as of the writing of this letter. Mr. Leinbach stated during the inspection that an effluent sample had been collected recently and submitted for analysis. Please provide to this office the results of this analysis upon receipt. Monitoring well analysis results reported on form GW-59 is required annually in the month of March. In response to NOV-2023-PC-0322 Mr. Leinbach stated that monitoring well MW-2 is dry, and he has not been able to collect a groundwater sample. If the well is dry during the required sampling month, it should be checked regularly in subsequent months for the presence of groundwater for sampling. In any case, the required form GW-59 should be submitted as required with analysis results or an explanation for the absence of analysis results. Within 30 days of receipt of this letter please provide septic tank cleanout records for the most recent septic tank cleanout service. Within 30 days of receipt of this letter please provide the required annual representative soils analysis for the disposal sites listed in Attachment B of the permit.
