However, please be advised that if the wetland system is so wet that the use of multiple mats is required, then DA authorization may be required as this has been determined to constitute as fill material in the past. Mats would be removed once they are no longer needed and no trees would need to be removed to provide access. It is our understanding that the placement of temporary mats across the wetland would not be considered an impact, and would not require additional permitting. Could you all please confirm that our understanding is correct? Charah would like to send this email and your response to Duke for documentation purposes.
