Re: Arrington Bridge Phase I — Year 1 Monitoring
Per the November 3, 2015 email response from Katie Merritt (DWR) referencing the Year I
monitoring report for the Arrington Bridge Phase I and Phase I Expansion Bank Parcels, RES
is providing a written course of action for remediation as requested.
1. A supplemental planting plan for the 3.07 acres that were mowed and /or disked
which shall include 1) a proposed deadline to complete the replanting, 2) a
commitment to flag all stems that will be planted, 3) a commitment to provide
post - planting pictures of the replanted areas, 4) stem count data for Plot 8 post
planting.
RES staff has taken immediate action to remediate the easement encroachment of
3.07 acres at the Arrington Bridge Phase I and Phase I Expansion. A supplemental
planting is planned in the month of January 2016 for all encroachment areas. As
requested by DWR, all supplemental tree stems planted in the encroachment areas
will be flagged with marking tape. After supplemental planting activities have
occurred, Vegetation Plot 8 corners will be re- established and stem count data will be
reported to DWR. Photo documentation of these services will be provided. As part
of RES's active preventative action, in mid - October 2015 RES planted 3- gallon
container trees along the easement edge and posted additional easement marking
signs. Our intentions is that planting larger trees along the boundary will help to
provide a visual boundary between the agriculture fields and the conservation
easement. RES has also discussed with the landowner and persons responsible for the
easement encroachment to ensure it doesn't happen again. Photos of the tree plantings
and additional easement signage are provided below.
2. A written course of action for remediating the encroachment problems on the
site with a proposed deadline for completion.
As stated above, RES plans to perform a supplemental planting at the Arrington
Bridge Phase I and Phase I Expansion Sites in January 2016. All documentation of
the required remediation work will be provided to DWR following the completion of
the work. Additional easement markers have been posted along the boundary of the
easement as well as 3- gallon container trees planted along the encroachment area
borders. It should be noted that RES took action to perform this work prior to DWR's
email requesting remedial work onsite. RES discussed the easement encroachment
problems with the landowner /persons responsible in hopes to prevent future
occurrences.
