The Facility was found to be compliant with permit WQ0024577. Below are the findings and Q&As of the inspection: Flow through the facility is calculated using the potable water meter for the entire facility and reported on the NDMRs. To help measure the amount of wastewater entering the storage pond via the septic system, Mr. Sutton has a flow meter that he installs (from early spring through fall and is removed over the winter to prevent freezing)to help compare the difference. The NDMR forms submitted were reviewed and compared to the lab analysis reports&field parameter bench sheet records along with permit requirements for time period between March 2021 and January 2024 with detailed attention given to months July 2022 and November 2023. No discrepancies were found. Lab data and GW-59s forms were also reviewed for these months and found to be compliant and accurate. ***The Division is missing GW-59 records for March of 2023, please submit these well forms to the Division as soon as possible. NDAR forms were reviewed and compared to rainfall data and lagoon level estimates and were found acceptable. Operational and ORC visitation logs were present and looked good. Mr. Sutton chlorinates by adding 30 gallons of Clorox to the storage pond and mixes for 24 hours with a circulating pump before irrigation, (i.e. per permit, a liquid sodium hypochlorite batch chlorination for disinfection). Annual Soils results dated February 1, 2024 were available for review. Liming is done by contractor, Nurien, along with the adjacent spray fields of the animal farm. The facility has one-4 acre field of coastal bermuda with a rye grain winter overseed. ***GW-59 records for monitoring well MW-3 showed unusually high Fecal levels in July 2022 (>780 col/100mL)as well as July 2023 (480 col/100mL). The surface area about the wells were investigated looking for possible cracking or problems with the top grout,. Areas appear fine but asked ORC to investigate further with shovel and/or after grass is mowed. Note that these 3 wells are located immediately adjacent irrigation fields of a permitted animal farm owned by Mr. Sutton. Mr. Sutton was asked to properly assess each of the wells, repair any that are damaged and/or try to assess why there are high fecals. He said he would investigate and report back to DWR. In 2021 &2022 GW-59/Monitoring Well#2 has given eleveated Total Nitrate Nitrogen levels(Permitted 10mg/L) ranging frorr 10.5- 14.5mg/L . Please monitor this potential ground water standard violation closely and consider reducing any adjacent animal waste spray irrgation in this area to help determine the cause(s). He mentioned that it may be from the adjacent animal spray irriagtion fields located on the farm or possibe "dirty hands sampling" by the contractor lab hired to take samples. He will look into it and report back. .
