The North Carolina Division of Water Resources conducted an inspection of the Sutton's Retirement
Center WWTF on 3/07/2024. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0024577. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report".
Please respond in writing (an email is fine) to this office within 30 days of your receipt of this letter regarding
the plans to be taken to address the following issue(s):
1) Monitoring Wells #2 & #3 have shown past signs of high Fecal levels, and it is possible that the
grouting around the top of the wells has degraded over the years and may be allowing surface water
infiltration down the well. Please investigate each of the three wells for signs of deterioration and
repair as soon as possible. At the very latest, please investigate and repair if needed prior to the July
2024 well sampling event. Please also consider temporarily reducing the adjacent animal operation
spray irrigation as this may also be a cause of both the high Fecal levels as well as the high Total Nitrate
Nitrogen levels reported in 2021 & 2022.
