3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of
this application:
The site is a public lake access area that is part of the Catawba-Wateree Hydroelectric Area (FERC No.
2232). Existing public facilities include a boat ramp, parking, swimming area, fishing piers, hiking trails and
other passive recreational areas. The land use in the general area is an established public access area and
residential lake front lots.

Duke Energy Carolinas, LLC, proposes to upgrade the South Point Access Area to enhance public recreation
opportunities on Lake Wylie in Gaston County, NC. This facility is in compliance with the Federal Energy
Regulatory Commission (FERC) approved Recreation Management Plan (RMP) for the Catawba-Wateree
Hydroelectric Project FERC No. 2232

The attached drawings depict the construction of a canoe / kayak launch and its associated pedestrian
access trail to Lake Wylie: The launch requires grading in zones 1 and 2 to achieve Americans with
Disabilities Act requirements for access to the water. The location minimizes impacts to existing buffers by
siting it in a small natural cove that limits the necessary grading. The launch location is situated away from
the power boat launch area to limit conflicts.

The location of the proposed kayak launch utilizes a small cove area that minimizes grading impacts in zones
1 and 2. No other area on the site can provide access for the launch with less impacts to riparian buffers.
There are some existing hazard trees that will be removed. The applicant will revegetate the graded areas in
accordance with an approved erosion control plan.

techniques. The attached site plan depicts erosion control measures that are proposed during the
construction of the site. The site incorporates stormwater control measures for impervious areas.

opportunities on Lake Wylie in Gaston County, NC. This facility is in compliance with the Federal Energy
Regulatory Commission (FERC) approved Recreation Management Plan (RMP) for the Catawba-Wateree
Hydroelectric Project (FERC No. 2232)'.
Effective January 1, 2024, Duke Energy has leased to Gaston County certain land owned by Duke Energy located
within the Project Boundary for the operation and maintenance of the South Point Access Area. Attached you will
find the proposed site and grading plans for your review of the facilities to be constructed per the agreement
between Duke Energy and Gaston County. This lease and the proposed upgrades were approved by agencies and
the FERC on October 4, 2023.
