Good afternoon Mickey,
Per our conversation, the email below details the status of the application at this time. Due to the
nature of the USS North Carolina battleship property being state owned and project being publicly
funded, the NC State Property Office and State Construction Office are required to review and
approve the project plans prior to submission to the resource agencies for review. A response to the
USACE RFAI has not been submitted by the applicant.
The DWR acknowledges the applicant provided a response to the DWR RFAI, however, the response
lacked the detail necessary for DWR to complete the 401 review. The USACE RFAI (attached)
detailed information necessary to complete the 404/401 review that were specific to alternative
analysis, wetland enhancement, monitoring and maintenance plan, success criteria and adaptive
management plan. The DWR did not replicate the request for additional information from the
USACE to prevent redundancy. The DWR anticipated the applicant's response to the USACE RFAI
would provide the detail necessary to complete the 401 review. Based on the lack of response to
the USACE RFAI, the DWR is requesting the reasonable period of time be extended to August 17,
2023 as requested in the attached letter to complete the 401 review. I appreciate your time and

Hi Dawn,
My apologies for not yet responding. I did speak with both Greg (USACE) and Holley (DWR) regarding
the application hold.
Currently DWR still has the project on hold while they receive additional internal guidance. I touched
base with Holley this morning as well and was told she expects to receive that information later this
week. Once this is sorted, we can bring the project off hold.
Additionally, it seems that the USACE has not yet received a response for the RFAL
