The letter requests approval of a residential flow value of 220 GPD/residence for these dwellings. The information provided water use information for 2000 and actual daily waste water flow recordings for their peak month of May. Other supporting data was provided. The evaluation covered 90 homes that are representative of the subdivisions in Fuquay-Varina in accordance with 15A NCAC 2H .0219(1)(3). Based on the information submitted. the Division hereby approves the use of 75 GPD per bedroom per dwelling for residential units (225 GPD per three bedroom home) in all applicable non -discharge permit applications for future sewer line extensions and present, but not yet tributary projects for the Town of Fuquay- Varina. The Division did note that the average flow per residence in February 2000 was 271 GPD. Anti -seep collars may be constructed with class B concrete, compacted clay, PVC pipe, or metal collars. Wetland crossings that are directionally drilled, and perpendicular wetland crossings that are open cut and less than 150 feet long do not require anti -seep collars. The compacted clay shall have a specific infiltration of 1 X 10-5 cm/sec or less. See Water Quality General Certification No. 4256 for a section and plan view diagram for the anti -seep collars. Design, installation, operation, and maintenance of all sediment and erosion control measures shall be equal to or exceed the requirements specified in the most recent version of the North Carolina Sediment and Erosion Control Manual, or for linear transportation projects, the North Caroline Department of Transportation Sediment and Erosion Control Manual. All devices shall be maintained on all construction sites, borrow sites, and waste pile (spoil) sites, including contractor -owned or leased borrow pits associated with the project. Sufficient materials required for stabilization and/or repair of erosion control measures and stormwater routing and treatment shall be on site at all times. The dimension, pattern, and profile of the stream above and below a pipe or culvert shall not be modified by widening the stream channel or by reducing the depth of the stream in connection with the construction activity. The width, height, and gradient of a proposed culvert shall be such as to pass the average historical low flow and spring flow without adversely altering flow velocity. If the width of the culvert is wider than the stream channel, the culvert shall include multiple boxes/pipes, baffles, benches and/or sills to maintain the natural width of the stream channel. If multiple culverts/pipes/barrels are used, low flows shall be accommodated in one culvert/pipe and additional culverts/pipes shall be installed such that they receive only flows above bankfull. Placement of culverts and other structures in streams shall be below the elevation of the streambed by one foot for all culverts with a diameter greater than 48 inches, and 20% of the culvert diameter for culverts having a diameter less than or equal to 48 inches, to allow low flow passage of water and aquatic life. If the culvert outlet is submerged within a pool or scour hole and designed to provide for aquatic passage, then culvert burial into the streambed is not required. For structures less than 72" in diameter/width, and topographic constraints indicate culvert slopes of greater than 2.5% culvert burial is not required, provided that all alternative options for flattening the slope have been investigated and aquatic life movement/connectivity has been provided when possible (e.g. rock ladders, cross -vanes, sills, baffles etc.). Notification, including supporting documentation to include a location map of the culvert, culvert profile drawings, and slope calculations, shall be provided to DWR 30 calendar days prior to the installation of the culvert. When bedrock is present in culvert locations, culvert burial is not required, provided that there is sufficient documentation of the presence of bedrock. Notification, including supporting documentation such as a location map of the culvert, geotechnical reports, photographs, etc. shall be provided to DWR a minimum of 30 calendar days prior to the installation of the culvert. Narrative: HOLSTON SUBDIVISION is a proposed 82 unit home development on Fleming Road in Fuquay- Varina, NC. The sanitary sewer system is an 8" gravity system and will connect to the previously approved, constructed, and operating Avery Creek Pump Station as part of system WQCS00193 which is depicted on the topographic map. It outfalls through the site and then by aerial creek crossing to the pump station, and then flows to the North Harnett Regional WWTP (NC0021636) owned by Harnett County. At 75/gal/day/bedroom, the flow is estimated to be 24,600 GPD. Approved 404 permitting is included in the attached submittal. The project is anticipated to be constructed in the next twelve months. Note that the project has environmenta', certifications (Nationwide Permit 29 and SAW-2021- 01623), The sanitary outfal: technically does not meet required separation to wetlands as defined, however, per 15A NCAC 02T.0305g, the aerial crossing utilizes ductile iron pipe meeting water distribut-on requirements. Additionally, the wetland crossing was designed and found by the US ARMY Corp of Engineers to avoid and minimize permanent impacts (to the easement width required by the Town of Fuquay-Varina), with 0.16 acres of compensatory mitigation credits required to be paid, and temporary impacts to be restored to preconstruction elevations with native material. Elaine, Susan Wilson is reviewing the Southern Oaks Phase I, Southern Oaks Phase II, and Southern Oaks Phase III. The Holston project gravity flows to the Avery Crossing Pump station. Avery Crossing pumps into the Hwy 42 Pump Station and the Hwy 42 PS pumps into the Southern Oaks PS. The "Southern Oaks Phase I" project converts the SOPS to gravity sewer and the "Southern Oaks Phase II" converts the Hwy 42 PS into gravity sewer. Ultimately, Avery Crossing will be pumping into the new Phase II gravity sewer. The existing pumps at the Avery Crossing Pump Station will be replaced, with the Holston project, with two (2) XFP81C-VX pumps to support this flow. Is the intention to have the Avery PS upgraded as part of the Holston Subdivision project? Additionally, there are currently two projects in the RRO with the name "Southern Oaks," both are associated with gravity sewer and neither include pump station information, are the pump stations being removed as part of one (or both) of those projects? Is there another modification being submitted to convert the Hwy 42 PS to GS?
