Kittrell Hill Bank Parcel Credit Release — Task 8
Dear Mr. Webster:
On December 29, 2023, the Division of Water Resources (DWR) received a Year 4 Monitoring
Report from Eco Terra, LLC (Eco Terra) for the Kittrell Hill site. Overall, site conditions appear to
look good and vegetation data results show stem densities higher than the required 260 stems/acre
throughout the site. Additionally, no concerns with invasive species or major encroachment within
the easement boundary were noted.
The Great American Insurance Company issued a performance bond (#3802987) to Eco Terra, LLC
in the amount of $60,000 and was effective beginning October 31, 2022. The term of this bond ends
upon DWR written approval of the Year 5 Monitoring report.
In accordance with the MBI, signed on March 26, 2020, the following Project Milestones have been
met and the corresponding credits shall be released:

By copy of this correspondence, DWR confirms that you have satisfied the above requirements for
the above -referenced tract and the following credits are being released and made available to sell:
• 5% of your Nitrogen nutrient offset credits (0.05 x 21,147.061 lb-N = 1,057.353 lb-N) and
5% of your Neuse buffer Restoration credits (0.05 x 363,817 ft2 = 18,190.850 ft2) are now
available for sale.

Please note that nutrient offset credits generated at this site must be used for impacts in HUC
03020203 of the Neuse River Basin pursuant to 15A NCAC 02B .0703, which became effective
on April 1, 2020. Additionally, the riparian buffer credits must be used for impacts in the
Neuse River Basin in accordance with guidelines in the Consolidated Buffer Mitigation Rule,
15A NCAC 02B .0295, which became effective on November 1, 2015.
