The property currently has a 4-bedroom house with a failing septic system and the application is for a 4-bedroom house with a proposed flow of 480 GPD(120 GPD per bedroom). The property has a failing existing conventional septic tank/leach field system that was identified as failing and unsuitable for repair by the Chatham County Public Health Department,Environmental Health Division due to unsuitable soil wetness conditions. A hydraulic assessment of the property conducted by Eagle Resources,P.A. on March 18,2021 included direct piezometer groundwater monitoring and groundwater flow modeling and the results indicated that lateral subsurface water flow is directly impacting the existing septic system at the property,resulting in surface discharge of wastewater over the system area. The system was installed and approved on Oct 22,2019. A Construction Authorization Permit for a repair authorized on 7/22/2020 and the system was installed and approved on July 30,2020. The system then malfunctioned shortly after the repair was installed and approved and Applied Resource Management,PC was contacted in November 2021 to perform a soil evaluation and found that the existing wastewater system was ponded and full of effluent. The septic tank was originally permitted by the Chatham County Public Health Department,PREH2O2004097. The existing components contain a septic tank, dosing tank, leach field, and an interceptor drain around drainfield. The applicant is proposing the new system will replace the failed existing system, for which multiple repair attempts have been made.Utilize the existing septic and pump tanks and replace failed system with AdvanTex AX20 pod with treated effluent to flow through UV system and then to discharge point with Fact Sheet for New Permit/COC Jan 2024—NPDES Permit NCG551805-Page 1 DocuSign Envelope ID:61F73830-2959-4C3F-88D8-50B312605700 riprap. The proposed discharge location is to an intermittent stream that is on the applicant's property, which flows into Wilkinson Creek. The Chatham County Health Department indicated that the site is unsuitable for installation of a ground absorption septic system per the results of Mr. Eric Lappala,PE,PH of Eagle Resources. Chatham County Health Department have determined that no improvement permit can be issued due to unsuitable soil wetness conditions and unforeseeable lateral flow concerns(as described in a letter dated March 22, 2023).A soil evaluation by Walter Giese, LSS determined that the site does not have suitable soil to accommodate a non-discharge surface spray or drip wastewater system. Proposed Improvements and Construction The failed existing system will be replaced with the following treatment system: • Existing Septic Tank with Effluent Filter • Existing Pump Tank as Recirculation Tank with Pump Vault • AdvanTex AX-20 RT Pod • Recirculating Splitter Valve • LTV Disinfection • Discharge Point with Rip-Rap • Control Panel Regional Office Staff Report Jane Bernard at the Raleigh Regional Office recommends issuance of this permit based on the site visit. Alternatives Summary(EAA): Connection to sewer system • The nearest city public sewer connection is located more than 4,500 feet away(0.85 miles)as the crow flies.An estimated cost/ft would be $100/ft for line plus engineering and tap fees(over $450,000). Ground(subsurface)Adsorption • The Chatham County Health Department indicated that the site is unsuitable for installation of a ground absorption septic system per the results of Mr. Eric Lappala,PE,PH of Eagle Resources. Chatham County Health Department have determined that no improvement permit can be issued due to unsuitable soil wetness conditions and unforeseeable lateral flow concerns(as described in a letter dated March 22, 2023). The sloping site(sloping from front to back)has a course textured soil (sandy loam)over a finer textured soil(sandy clay loam and clay)lateral water movement was a concern(Chatham County Env. Health July 30, 2020) Non-Discharge (Drip& Spray) • A soil evaluation by Walter Giese,LSS determined that the site does not have suitable soil or sufficient area to accommodate a non-discharge surface spray or drip wastewater system. Reclaimed Water • Inadequate soil and insufficient space for reuse.No reasonable ability to operate as a bulk distributor of reclaimed water. Availability of Land • The surrounding lots contain single-family residences.
