Black & Veatch International Company PO Box 33396 Raleigh, NC 27636 Subject: City of Greensboro Bulk Distribution of Reclaimed WTP Wastewater Dear Mr. Shafer: The Division of Water Quality (Division) is in receipt of a letter dated July 17, 2002 regarding the possibility the City of Greensboro providing reclaimed water from its Water Treatment Plant (WTP) wastewater. The Division believes that approval of such a bulk distribution system is feasible, however, it will be necessary for the Division to receive a permit application and conduct a complete review before the program can be formally approved. The Division currently does not have a specific permit application for the Bulk Distribution of WTP wastewater, therefore we request that you submit a letter of request with all necessary attachments to document the system can meet all the criteria of state regulations 15A NCAC 2H .0219(k). Based on the information provided in the July 17, 2002 letter, the Division would like to recommend the following information be submitted with the letter. However, we can not foresee all questions that may arise during permit review and therefore additional information may be necessary once a first review has been conducted. • Appropriately signed and sealed design documents of the truck fill station. • Individual sampling results documenting compliance with 15A NCAC 2H .0219(k)(1)(A). What was submitted with the July 17, 2002 letter appears to be a table of average results. Please submit the individual analyses for review. • Detailed sampling proposal to ensure continued compliance with 15A NCAC 2H .0219(k)(1)(A) and to ensure distribution of reclaimed water does not occur when sampling indicates non-compliance. Proposal should address how it will be determined when distribution can restart after sampling indicated non-compliance with 15A NCAC 2H .0219(k)(1)(A). • Detailed documentation showing compliance with 15A NCAC 2H .0219(k)(1)(D), including but not limited to proposed signs and labeling language, outline and documentation for training classes, documents showing how proof of training will be determined at the filling station. • Detailed proposal of uses for reclaimed water.
