Post Construction Documentation for Restoration Systems Neuse 02 Nutrient Offset Umbrella Banking Instrument. Restoration Systems (RS) is providing the following post- construction documentation Creeping Swamp Phase C-D Bank Parcel (“Site”), DWR# 2022-0620v4. The Site is in Craven County, NC, approximately 6 miles northwest of the town of Vanceboro. The conservation easement was recorded, survey boundaries were marked with t posts, the soil was prepared, and trees and seeds were planted between January and February 2024. Installation of monitoring plots was completed in the last 30 days. The following more detailed summary of activities is provided, and a figure including the location of installed monitoring plots for riparian restoration, riparian enhancement, and riparian preservation is attached. Conservation Easement: The Deeds of Conservation Easement were recorded at the Craven County Register of Deeds: 1) on January 24, 2024; Bk3787, Pg 716-740, and 2) on January 24, 2024; Bk3787, Pg 685-702.The Conservation Easement Plat was also recorded; Cabinet J Page 76A – 76E. Easement corners are currently marked with t-posts wrapped in PVC and high-visibility tape. Parcel Preparation: Agricultural fields slated for restoration were primarily in no-till agriculture and in good condition. Light disking occurred where appropriate based on site conditions and recent use. Typical field treatments were continued through the end of 2023. Three culverts present within the proposed Phase C conservation easement on Feature B, Feature 1 and 2 confluence, and Feature 7 were removed (Figure 1, CCPV). Slopes were graded and stabilized. Planting Summary: The conservation easement area was planted with bareroot hardwood species on February 6-9, 2024. Approximately 100.79 acres were planted at an average density of 682 stems per acre on 8’ x 8’ spacing. The tree species planted were those proposed in the BPDP and are listed below in Table 1. White oak (Quercus alba), referenced in Table 6 under “Proposed Substitutes” of the proposed DPBP, was substituted for willow oak (Quercus phellos) and is added to Table 1 in red. A photolog of planting efforts is attached.
