In accordance with section VI. Post Construction Documentation for Restoration Systems Neuse 02
Nutrient Offset Umbrella Banking Instrument. Restoration Systems is providing the following post-
construction documentation Creeping Swamp Phase B Bank Parcel (RS), DWR# 2022-0620v3.
The Site is in Craven County, NC, approximately 6 miles north of the town of Vanceboro. The
conservation easement was recorded, survey boundaries were marked with t posts, the soil was
prepared, and trees and seeds were planted between January and February of 2024.
Installation of monitoring plots was completed in the last 30 days. The following more detailed summary
of activities is provided, and a figure including the location of installed monitoring plots for riparian
restoration, riparian enhancement, and riparian preservation is attached.
Conservation Easement: The Deed of Conservation Easement was recorded at the Craven County
Register of Deeds on January 24, 2024 at Bk3787, Pg 685-715. The conservation easement plat was also
recorded at PC:J and SL:75E. Easement corners are currently marked with t-posts wrapped in PVC and
high-visibility tape.
Parcel Preparation: Historically, agricultural fields slated for restoration were in good condition and
disking occurred as needed. Typical field treatments were continued through the end of 2023.
Three culverts within the proposed conservation easement footprint on Feature 1b, Feature K, and
Feature I have been removed (Figure 1, CCPV). Slopes were graded and stabilized.
Planting Summary: The conservation easement area was planted with bareroot hardwood species on
February 6, 2024. Approximately 30.89 acres were planted at an average density of 680 stems per acre
on 8 x 8 spacing. The tree species planted were those proposed in the BPDP and are listed below in
Table 1. White oak (Quercus alba), referenced in Table 6 under “Proposed Substitutes” of the proposed
DPBP, was substituted for Willow oak (Quercus phellos) and is added to Table 1 in red. A photolog of
planting efforts is attached.

In addition to planting bare-root hardwoods, the site was seeded with the following mix of native annual
and perennial herbaceous cover, Table 2. Species not initially reported in the approved BPDP have been
added in red. Seeding was completed in February 2024.
