RE: Modification of permits at 130 Builders Blvd/ Fayetteville, NC (Fay Block/Concrete Service Co.)
Dear Mr. Lawyer and Ms. Cook
Our business operates under two entities located at our company headquarters at 130 Builders Blvd./
Fayetteville, NC/28302. For many years we have maintained two stormwater permits at this site:
• Fay Block Materials, Inc.: NCG070137
• Concrete Service Company Plant 1: NCG140338
During a site visit from Bailey Taylor in December of 2023, concerns were presented with this two
permit structure. We are unsure of the historical circumstances that lead us to have the two permits,
but would request your guidance in the following requests:
• Rescind permit NCG070137(Fay Block Materials, Inc.)
• Modify permit NCG140338 (Concrete Service Company Plant 1)to encompass all operations on
all main site properties
Our request is based on several factors pointed out by Bailey Taylor during her visit.
• Stormwater flows at this site are co-mingling into outfalls
• The industrial activities in Fay Block Materials, Inc., and Concrete Service Company are similar
• The general permits(NCG140000 and NCG070000) have similar requirements
It would be our preference that both companies be listed on the permit as co-permittees if this is a
workable structure for you.
