I apologize for the miscommunication. The final drawings are attached. I had referenced an older set of plans in my
initial response to the USACE which referenced the 18" and 20" temporary culverts and did not realize they had upsized
the culverts to dual 48" pipes at S1 and dual 24" pipes at S2. The attached drawings now have the correct labels for
stream impacts and the correct culvert sizes planned to use for temporary access.
Please let me know if you need any additional information to finalize your review.

Hi Josh,
Thank you for providing these updated drawings. Considering that T2 is 10 feet wide and T3 is 5 feet wide, will an 18"
culvert be sufficient to maintain flow of a 10-foot wide stream and a 20" culvert to maintain flow of a 5-foot wide
stream? If so, please provide information on how this will be accomplished. Additionally, it appears the crossing
standard drawing still shows a double barrel culvert system.

I update the drawings to correct the labeling issue with temporary impact S1. It is a perennial stream called McDowell
Creek (T2). The temporary impact labels on the drawings have also been updated for the actual stream impacts. Sheet 6
of 6 now shows the correct pipe design as well.

Hi Josh,
1) The revised drawings provided show Impact S1 within an intermittent tributary labeled as "71". However, the
PCN and overall site plans indicate Impact S1 is within a perennial tributary identified as "72".
2) The written response provided in the December 13, 2023 letter states the temporary culvert at Impact S1 will be
18", but the corresponding plan sheets show two (2) 48" culverts at this crossing location. Likewise, the written
response states the temporary culvert at Impact S2 will be 20", but the plan sheets show two (2) 24" culverts.
Can you please clarify these discrepancies and provide any revised plan sheets/drawings as needed?

Sorry about the confusion with the labels. Temporary stream impact #S1 would really be 200 sf of actual stream impacts
and temporary stream impact#S2 will be 100 sf of actual stream impacts. The streams are approximately 10 and 5 feet
wide and both crossing will be 20' wide across the streams. The 410 and 400 sf lables on the drawings were added by
the engineer and include temporary impacts outside of the streams.

Hi Josh,
Can you clarify/confirm the linear footage for the stream impacts? The revised plans show 20 LF for both stream
impacts, totaling 410 SF and 400 SF of impact, but the stream widths are listed as 10 ft and 5 ft on the PCN, which does
not add up. Can you please clarify and correct impact amounts and plans where necessary?

I spoke too soon. Our Greenwood Office already delineated this area in September 2022. The attached map shows the
location of the ephemeral feature that was identified. No other waters or wetlands are present in the area and therefore
there will not be any additional impacts.

Thanks for reaching out. I was able to review the responses and updated plans. Please see comments below:
Due to the potential discharge of sediment downstream that may result from the proposed impacts, if stream
work (including excavation) could not be completed during dry/no flow conditions, stream pump-arounds will be
required to be utilized to ensure compliance with general and regional NWP conditions. The revised wetland
exhibits included provisions for by-pass pumping. See sheet 6 of 6 of the wetland exhibits or page 9 of the
Dec 13,2023 letter.
You also indicated that temporary construction access across tributaries would be achieved by installing
temporary culverts topped with gravel to create temporary crossings. To ensure that all materials are
effectively removed after construction as to not result in a permanent discharge of fill material into the streams,
we are going to include a special condition that requires all materials used to create temporary stream
crossings are placed on filter fabric to ensure compliance with general and regional NWP conditions. Correct,
the temporary stream crossing will be removed at the completion of the project. No objections to requiring filter
fabric under the stream crossing materials.
Please let me know if this project could not comply with either of the special conditions listed above.
Thank you for providing an exhibit that indicated the terminus of the proposed sewer line. On this exhibit
(Sheet 2), the proposed sewer line appears to be near a potential stream and/or wetland. The photo below is
an estimated overlay using the exhibit provided and may not be exact, however, due to the proximity of the
proposed crossing to potential Waters of the US, please verify that NO waters, other than those previously
documented, would be impacted by the project as proposed. See yellow call out on the photo below for area of
concern. Terracon can correct me but I believe the drainage feature near the force main alignment highlighted
in yellow that you are referring to was determined to be an Ephemeral feature.

The following information is required to complete our evaluation, confirm compliance with one or more General
or Regional Conditions, and/or complete consultation with another federal/state agency to verify the use of the
Nationwide Permit (NWP):
1) The impact numbers provided in the PCN table (i.e. 1, 4, S1, and S2) do not correspond with impact
exhibits (i.e. 1, 2, 3, 4). Please correct this.
2) Exhibits are not detailed enough to review the project as proposed. Please provide more detailed
impact exhibits.
3) Temporary Wetland Impact 2: The total temporary impact reported is eight square feet. The explanation
provided is that a 6-inch line would extend across 16 linear feet of wetland. We understand the area of
pipe to be installed would be eight square feet, but it is not clear how would this line would be installed.
Please expand on this impact and review other impacts reported in the PCN to ensure temporary
disturbances (e.g. trench, construction corridor, permanent maintained corridor, etc. are clear).
4) How would construction access across, and beyond, Tributaries T2 and T3 be accomplished?

5) The proposed sewer line extends south and off the impact exhibits. Please provide an exhibit that
demonstrates no additional impact would be required to complete this project.
6) Please expand on the ultimate number and type of users this sewer line would support. We need to
establish whether independent utility exists for this project.
7) Wetland Impact 1, road construction, is limited to permanent impacts required for the road footprint.
Would any temporary disturbance be required to build this road? Would any permanent wetland
conversion (clearing) occur?
8) Because this sewer line is not a gravity -dependent utility, no -impact alignments are likely possible to
complete the project. Please discuss any considerations made when planning this project.
Please provide the requested information within 30 days, or your application will be administratively withdrawn.
To clarify, if the requested information is submitted after the 30-day timeframe, you will not be required to re-
submit an entirely new PCN (unless otherwise specified). We will continue to review and/or process your
permit application upon receipt of the requested information.
