On behalf of the Moses H Cone Memorial Hospital, Terracon is pleased to respond to
you request for additional information received October 24, 2023. Your comments,
and the response is provided below.
1. The impact numbers provided in the PCN table (i.e. 1, 4, S1, and S2) do not
correspond with impact exhibits (i.e. 1, 2, 3, 4). Please correct this.
Response: Please see the revised permit drawings with corrected impact
labels.
2. Exhibits are not detailed enough to review the project as proposed. Please
provide more detailed impact exhibits.
Response: Please see the revised permit drawings with additional project
impact information.
3. Temporary Wetland Impact 2: The total temporary impact reported is eight
square feet. The explanation provided is that a 6-inch line would extend across 16
linear feet of wetland. We understand the area of pipe to be installed would be
eight square feet, but it is not clear how would this line would be installed. Please
expand on this impact and review other impacts reported in the PCN to ensure
temporary disturbances (e.g. trench, construction corridor, permanent maintained
corridor, etc. are clear).
Response: The revised temporary wetland impact 2 will have a total
temporary impact of 247 square feet (0.006-acres) for temporary clearing
of vegetation and access for construction of the new forcemain sewer line.
The forcemain will be installed via a narrow open cut trench approximately
36" deep through the center of the 20-foot-wide sewer easement across

the 16 linear foot long wetland. The trench will be backfilled and grade
restored to the original conditions once the pipe is in place. The entire 20-
foot-wide sewer easement will be temporarily cleared of vegetation by
hand during construction but will be allowed to revegetate naturally.
4. How would construction access across, and beyond, Tributaries T2 and T3 be
accomplished?
Response: Temporary construction access across the tributaries will be
performed by installing a temporary, 18" for S1 and 20" inch for S2,
culvert in the tributary channel within the temporary access footprint for
equipment to drive across the tributaries. Stone will be installed over the
top of the culverts to create a temporary driving surface. Sheet 6 of 6 of
the revised permit drawings includes details of the temporary tributary
crossings. The culverts and associated materials be removed when
construction is complete and the grade will be restored to original
conditions. During construction BMPs such as the installation of silt fencing
will be utilized to prevent erosion.
5. The proposed sewer line extends south and off the impact exhibits. Please
provide an exhibit that demonstrates no additional impact would be required to
complete this project.
Response: See Sheet 2 of 6 of the revised permit drawings showing the
terminus of the new sewer line southeast of the site where it will tie into
an existing sanitary sewer manhole.
6. Please expand on the ultimate number and type of users this sewer line would
support. We need to establish whether independent utility exists for this project.
Response: The sewer line is designed to only support the proposed Cone
Health Medical Center development on the Cone Health parcel and no other
development is planned which would utilize the proposed sewer forcemain
line.
7. Wetland Impact 1, road construction, is limited to permanent impacts required
for the road footprint. Would any temporary disturbance be required to build this
road? Would any permanent wetland conversion (clearing) occur?
Response: Temporary impacts are not required for this road widening. The
access road currently exists but needs to be widened to support the
construction and maintenance of the proposed force main and pump

station. The permanent fill area indicated on the plans would be disturbed
for permanent fill to create a wider road surface and any trees within that
area to be filled will be removed as well prior to installing the fill. The
remaining wetlands are outside the limits of disturbance and not proposed
to be disturbed.
8) Because this sewer line is not a gravity -dependent utility, no -impact
alignments are likely possible to complete the project. Please discuss any
considerations made when planning this project.
Response: The public gravity sewer line that will receive flow from the
proposed force main is located south of McDowell Creek on the City
Asheboro Public School property and the pump station is located on the
north side of McDowell Creek. Therefore, all of the potential force main
alignments would cross McDowell Creek. Secondly, the forcemain
alignment options through the City of Asheboro Public School property
were limited based on proximity to buildings, students, athletic fields, etc.
and required the forcemain to cross I-74 in the proposed location. HDD and
jack and bore installation methods were considered but the access area in
the wetland needs to be cleared regardless of the installation method to
allow access during construction. Therefore, a narrow open cut trench was
determined to be most feasible method resulting in limited impacts.
