Dear Ms. Womack:
On February 28,2024, Melissa Joyner and Kelly Jonas from the Fayetteville Regional Office of the Division
of Energy, Mineral and Land Resources(DEMLR), conducted a site inspection for the TForce Freight, Inc.
Fayetteville facility located at 531 S. Eastern Boulevard, Fayetteville,in Cumberland County, North Carolina.
A copy of the Compliance Inspection Report is enclosed for your review. Mr. Daniel Godwin,Service Center
Manager was also present during the inspection and his time and assistance is greatly appreciated. The
site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit
NCG080000 under Certificate of Coverage NCG080310. Permit coverage authorizes the discharge of
stormwater from the facility to receiving waters designated as Cape Fear River, class C waters in the Cape
Fear River Basin.
As a result of the site inspection, the following permit conditions violation is noted:
1)Stormwater Pollution Prevention Plan (SWPPP)
Per Part B...A Stormwater Pollution Prevention Plan (SWPPP) has not been properly implemented.
Other Observations
Please refer to the enclosed Compliance Inspection Report for additional comments and observations made i
during the inspection.
Requested Response
You are asked to respond to this office, in writing,within 30 calendar days from receipt of this notice.Your
written response should include a reasonable explanation as to why the aforementioned violation has
occurred as well as a Plan of Action to prevent this violation from recurring.
Action Items
Immediately review and amend the facility's SWPPP as needed and begin incorporating documentation
pertaining to the annual update requirements of the permit.

Inspection Summary:
Melissa Joyner and Kelly Jonas met with Daniel Godwin,Service Center Manager at the TForce Freight- Fayetteville facility.
Since Ken Recke is no longer the legally responsible person for this permit a Permit Contact Update Request Form will
need to be submitted which may be accessed at:

The Stormwater Pollution Prevention Plan (SWPPP)was reviewed. It had been previously updated in 2021 but not since this
time period. The list of Responsible Parties and their responsibilities was not noted in the SWPPP. The Site Map should
include the latitude and longitude locations of the three outfalls. Numbered contours should also be shown on the Site Map.
In the SWPPP it was noted in 2021 that the facility did not have significant spills over the last three years. This information
needs to be recorded annually. Neither a stormwater Best Management Practices summary nor a Spill Prevention and
Response Plan was included in the SWPPP. Facility employees had not received the required annual training.
There was no information provided about the annual evaluation of the possible non-stormwater discharges from the outfalls.
Solvents are utilized by the facility. A Solvent Management Plan will need to be developed and included in the SWPPP. The
Qualitative Monitoring records were reviewed.Analytical Monitoring is not applicable because this facility uses less than 55
gallons of new motor and/or hydraulic oil per month when averaged over the calendar year.
The facility's three outfalls and Best Management Practices were observed.There were no Aboveground Storage Tanks at
this facility whose grounds appeared orderly.
