In accordance with section VI. Post Construction Documentation for the Restoration Systems Neuse 04
Nutrient Offset Umbrella Banking Instrument Restoration Systems (RS) is providing the following post-
construction documentation for the Saints Delight Bank Parcel (“Site”), DWR# 2021-1037v2.
The Site is in Craven County, NC, approximately 4.5 miles north of the town of Bridgeton. The conservation
easement was recorded, survey boundaries were marked with t posts, the soil was prepared, and trees
and seeds were planted between January and February 2024.
Installation of monitoring plots was completed in the last 30 days. The following more detailed summary
of activities is provided, and a figure including the location of installed monitoring plots for riparian
restoration, riparian enhancement, and riparian preservation is attached.
Conservation Easement: The Deed of Conservation Easement was recorded at the Craven County Register
of Deeds on August 8, 2023; Bk 3774, Pg 162-175. The Conservation Easement Plat was also recorded;
Plat Book J, Page 64-D. RS assigned the Deed of Conservation Easement to North Carolina Wildlife Habitat
Foundation, INC. on November 29th; Bk 3784, Ph 2063-2082. Easement corners are currently marked with
t-post wrapped in PVC and high-visibility tape.
Parcel Preparation: Historically, agricultural fields slated for restoration were in no-till agriculture and
good condition. Typical field treatments were continued through the end of 2023. Four (4) culverts were
removed in late November 2023. After removal, feature banks were stabilized to prevent erosion.
Planting Summary: The conservation easement area was planted with bareroot hardwood species on
January 24, 2024. Approximately 37.46 acres were planted at an average density of 672 stems per acre
on approximately 8’ x 8’ spacing. The tree species planted were proposed in the Bank Parcel Development
Plan (BPDP) and are listed below in Table 1. White oak (Quercus alba), referenced in Table 6 under
“Proposed Substitutes” of the BPBP, was substituted for Willow oak (Quercus phellos) and is added to
Table 1 in red. A photo log of planting efforts is attached.

In addition to planting bareroot hardwoods, the Site was seeded with the following mix of native annual
and perennial herbaceous cover, Table 2. Species not initially reported in the approved BPDP have been
added in red. Seeding was completed in February 2024.
