The Division received tour application for a wastewater discharge permit on September 1, 1999. Division
personnel have reviewed and approved your application. Accordingly, we are forwarding the attached NPDES
discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1
and the I\Iemorandurn of Agreement between North Carolina and the C.S. Environmental protection Agency dated
December 6, 1983, and as subsequently amended.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to
you, you have the right to an adjudicator- hearing upon written request within thin. (30) days following receipt of
this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North
Carolina General Statutes, and tied with the Office of Adm nistrative Hearings (6714 mail Service Center, Raleigh,
North Camhna 27699-6714). Unless such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. Taus permit does not affect the legal requirements to obtain
other permits which may be required by the Division of Water Quality or permits required by the Division of Land
Resources, the Coastal Area %lanagement Act or any other Federal or Local governmental permit that may be
required.

In compliance with the provision of North Carolina General Statute 143-215.1, other lawful
standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended, the
Greenville Utilities Commission
is hereby authorized to discharge wastewater from a facility located at the
Greenville WTP
1721 Waterway Road
Greenville
Pitt County
to receiving waters designated as the Tar River in the Tar -Pamlico River Basin
in accordance with effluent limitations, monitoring requirements, and other
conditions set forth in Parts I, II, III and IV hereof.
This permit shall become effective April 1, 2000.
This permit and authorization to discharge shall expire at midnight on October 31, 2004.

The Greenville Utilities Commission is hereby authorized to:
1. Continue to operate a water treatment plant with a discharge of filter -backwash
and settling lagoon -decant wastewater. This facility is located at the Greenville
WTP, west of Greenville at 1721 Waterway Road in Pitt County.
2. Discharge from said treatment works at the location specified on the attached
map into the Tar River, classified C-NSW waters in the Tar -Pamlico River Basin.

1. The discharge from this facility shall not cause turbidity in the receiving stream to exceed 50 NTU. If the
instream turbidity exceeds 50 NTU due to natural background conditions, the discharge cannot cause
turbidity to increase in the receiving stream. If effluent turbidity exceeds 50 NTU. weekly instream
monitoring shall be required until such time as it is shown that effluent turbidity is consistently less than
50 NTU.
All samples must be collected from a typical discharge event.
There shall be no discharge of floating solids or visible foam in other than trace amounts.
A. (2.) Nutrient Reduction Requirement
The Tar -Pamlico Nutrient Sensitive Waters (NSW) Implementation Strategy requires a total reduction
in nutrients (total phosphorus and total nitrogen) within the Tar -Pamlico River basin.
If requirements other than those listed in this permit are adopted as part of a future revision to the
NSW strategy, the Division reserves the right to reopen this permit and include those requirements.
If requirements other than those listed in this permit are adopted to prevent localized adverse
impacts to water quality, the Division reserves the right to reopen this permit and include those
requirements.

An expansion that is in the beginning stages and will increase the water
treatment capacity from 15.0 MGD to 22.5 MGD. This expansion will
increase the design wastewater flow to 0.99 MGD.

(permitted under WQ0005078) is expected to be abandoned before the
next permit renewal. GUC is exploring options for closing out the lagoon
and requests assistance from DWQ. GUC will have to apply for another
non -discharge permit to cover land application of residuals from the
sludge removal and sludge thickening process. GUC is requesting
guidance from DWQ on closing out the existing lagoon.

in the future.

PART IV —EVALUATION AND RECOMMENDATION
GUC requests that Total Residual Chlorine monitoring be eliminated from NPDES
permit NC0082139. Chlorine is not added to the finished water until after the water is
used for backwash. No chlorine should be present in the wastewater stream.
The Washington Regional Office recommends renewal of NPDES permit NCO082139
with the aforementioned modificaton.

By way of this submittal the Greenville Utilities Commission is requesting renewal
of the subject permit.
Enclosed please find an original and (2) two copies of the NPDES permit
application (short form A), an authorization letter and the sludge management
plan for this facility.
There have been no changes to the facility since the issuance of the last permit.
However, construction of a plant expansion and upgrade are currently in the
beginning stages. The expansion project will increase the treatment capacity
from 15.0 mgd to 22.5 mgd and will include the addition of two (2) sedimentation
basins and three (3) filters.
The upgrade will include the addition of ozone facilities, chloramination feed
equipment, Potassium Permanganate feed equipment ant the addition of sludge
removal equipment.
As a result of the increased waste water from additional filters and sludge
removal equipment the wastewater volume discharged is projected to be in the
0.5 mgd to 0.99 mgd range. The previous application specified a 0.5 mgd flow.

GREEENVILLE UTILITIES COMMISSION
WATER TREATMENT PLANT SLUDGE MANAGEMENT PLAN
Currently sludge from the water treatment process is directly discharged into an
abandoned sand mining pit located on the plant site. Once in the pittlagoon the
sludge solids settle and the excess water is discharged to the river. The lagoon
is approximately 2000 ft. x 500 ft. and has an average depth of 7 ft. The distance
between the lagoon inlet piping and the discharge is approximately 1700 ft.
Once the lagoon reaches capacity, which is expected to be within the next ten
years, the lagoon is projected to be replaced with a sludge handling facility.
The construction of this facility is currently in the fourth year of the 1999 GUC
Five Year Capital Outlay Plan.
