File Review/History: Charlotte-Mecklenburg Storm Water Services (CMSWS)previously inspected the facility on 12/1/2 017, and the report was issued as satisfactory. Inspection Summary:At the time of inspection, Kelly Pipe was determined to be in compliance with the City of Charlotte Stormwater Pollution Control Ordinance. Please refer to the report for comments and recommendations. ION DETAILS Site Inspection Deficiency Comments Stormwater system (catch basins, Satisfactory Stormwater conveys through the site by sheet flow and into inlets, outfalls, etc.) drop inlets,which discharge via two outfalls. Best management practices were observed in the drop inlets.The detention pond receives stormwater via sheet flow and a concrete berm, and discharges via an additional outfall. Please see the"Erosion issues"section for recommendations. Erosion issues Recommendation Sediment deposition at the pipe outlet and erosion of the drainage area at Outfall 002 were observed. CMSWS recommends implementing erosion control measures to protect water quality. Structural stormwater control Satisfactory One retention pond SCM was observed onsite. No measures(SCMs) stormwater pollution issues were observed. Illicit discharges/connections Satisfactory No illicit discharges/connections were observed onsite during the inspection. Aboveground storage tank(s)(ASTs) Recommendation A 500-gallon double-walled diesel tank was observed and any associated venting and/or outdoors. A leak was observed at the dispenser connection. dispenser(s)—list tank size(s)and CMSWS recommends that all AST dispensers be free of contents leaks to protect water quality. Underground storage tank(s)(USTs) N/A and any associated fill port area(s) and dispenser(s)—list tank size(s) and contents Outdoor material storage area(s) Satisfactory Galvanized, coated, and steel pipes were observed to be stored outdoors. No stormwater pollution issues were observed. Outdoor processing area(s) N/A Loading/unloading area(s) Satisfactory No stormwater pollution issues were observed at the loading/ unloading area. Fork maintenance,washing, storage, etc. trucks are stored inside the facility. Per facility staff, no vehicle/equipment maintenance or washing occurs onsite. No stormwater pollution issues were observed. Oil/water separator and/or N/A pretreatment Waste storage/disposal area(s)- Recommendation Two municipal waste containers were observed outdoors. One open tops,waste containers, scrap container was missing its rain flaps and drain plug. Two open metal bins, etc. top scrap metal containers were observed outdoors uncovered. CMSWS recommends that all outdoor waste containers be covered and all drain plugs be kept in place to prevent stormwater exposure. Food service area(s) N/A Indoor material storage area(s) Satisfactory Pipes and supplies for pipe processing were observed indoors . No stormwater pollution issues were observed. Indoor processing area(s) Satisfactory Limited pipe processing was observed to occur indoors. No stormwater pollution issues were observed. No spill response equipment was observed at the diesel fuel AST . CMSWS recommends storing spill response equipment at the diesel fuel AST.
