On February 27, 2024, staff from the Division of Water Resources (DWR), Mooresville Regional
Office (MRO)conducted a Compliance Evaluation Inspection (CEI) for Southern States Fertilizer
manufactoring facility in Statesville, NC under Permit NC0082821.
During the site visit, MRO staff were informed that manufacturing operations ceased in October 2023.
However, the facility was still receiving fertilizer by truck loads. The material is being stored under
roof and inside of onsite storage bays. The storage area floors are concrete and sloped toward the
center of the the building to prevent fertilizer from exiting the building. Currently, only a skeleton
maintenance crew is present at the facility. The crew continues to perform regular checks of the
caustic treatment system and checks the recovery wells to be sure the wells are operating.
Three recovery wells were viewed during the site visit. Only RW-2 well was pumpimg at the time of
the site visit.
A recent heavey rain event flooded the well gallery for MW-5R. MRO staff requested that a sump
pump be installed in the well gallery to remove storm water from the gallery. The flooded gallery
condition prevented the flow meters from being accessible. MRO staff reminded the ORC that the
MRO was to be notified within 24 hours of first notice of any system failure.
The sump pump can be maintained as part of regular maintenance. The inability to be able to read
the flow meter from RW-5R created a violation for the facilty. Modified eDMR records were submitted
for the missing flow data for RW-5R.
It was also mentioned that maintenance staff should be providing notification to the consultant when a
system failure occurs so system issues can be dealt with as soon as possible.
There is no central flow meter at the discharge point after caustic solution is applied for pH
adjustment. The flow meters from the wells to the treatment system are not cailibrated.
During the site visit, MRO staff was not able to view the outfall as permissions to cross private
property had not be given by the property ownwers. MRO staff has requested that a photo of the
outfall be subitted to the RO by email the next opportunity the ORC had to the ability get access to
the outfall.
MRO is waiting for the Annual Groundwater Monitoring Report for the facility. MRO staff requested a
hard copy of the report be mailed to the MRO office.

Comment: The permit has no special conditions.
A permit renewal application has been submitted to CO NPDES permitting group.
The ORC was advised that they are able to keep operating under the current
permit
until the renewed permit is issued.

Comment: Operations and Maintenance records from 2023 and the months of January and
Februaury 2024 were reviewed during the site visit. The records were in order and
appear to be complete.
Laboratory data was viewed via eDMR records for all of 2023. Chronic Toxicity is stil
being maintained within the parameters of the permit.
