8. PROJECT SUMMARY:
Matthew Scales has submitted an application for the installation and repair of an existing
riprap revetment and pier along with a platform extension. New additional structures include
the installation of a boat ramp, a kayak launch platform, two boat slips, and a mooring buoy.
The property is located at 286 China Grove Road, adjacent to the Neuse River in the Town of
Arapahoe, Pamlico County. The major permit application was received on 28 February 2024.
9. NARRATIVE DESCRIPTION:
The project site is an ±0.74-acre residential property, composed of 2 tracts of land, owned by
Matthew Scales. The parcel has ±145 linear feet of shoreline adjacent to the Neuse River,
which is stabilized by an existing wooden bulkhead with vinyl shielding and remnants of an
existing riprap revetment. A portion of the existing bulkhead on Tract 2 is failing in the area
where the bulkhead meets a 43' wingback along the eastern side of the property. Existing
manmade structures on Tract 1 include a 1787 ft2 residential structure with a 720 ft2 shed and
a 1,550 ft2 brick driveway. In addition, there is also remnants of an existing pier and docking
facility. Tract 2 has no upland development beyond the 43' wingback that runs parallel with
the eastern property line. The Neuse River is approximately ± 18,076' in width with water
depths of approximately -3.0' to -6.5' below normal water level at the sites of construction. No
submerged aquatic vegetation or shellfish resources are located at the project location.
Previous permitting history includes CAMA General Permit No. 88256, issued on 19 April
2023 by the Division of Coastal Management for the replacement of the existing pier. The
permit was modified on 5 May 2023 to include a new step-down platform and an additional
boat lift. With the exception of the first ±16'of decking waterward from the bulkhead, the
project was never completed. No other permitting history was found, but the pier shows up in
GIS records in March of 1993, and the bulkhead appears in GIS records in January of 1998.
The riparian property to the northeast is a residential parcel developed with a single-family
residence, a bulkhead, and an in -ground pool. The riparian property to the southwest is a
residential parcel developed with a single-family residence, and remnants of a private pier and
docking facility.
The Neuse River is a coastal water body, as designated by the Division of Marine Fisheries and
the Wildlife Resource Commission, and is classified as SA, HQW, NSW by the Environmental
Resource Commission. The property is subject to the Neuse Riparian Buffer rules administered
by the N.C. Division of Water Resources. The Neuse River is also designated as closed to shell
fishing and is not a Primary Nursey Area.
10. PROJECT DESCRIPTION:
For the entire length of the parcel (Tracts 1 and 2), approximately 130' linear feet of riprap will
be added to the existing riprap revetment to bring the revetment height to 5' and the foot of the
revetment to a maximum of 10' from the NWL. On Tract 1, the applicant is proposing to
replace the existing remnants of a 6' x 180' pier and expand the existing L-head platform from
8' x 8' to 8' x 12'. In addition, the applicant plans to add a 15' x 14.5' boat slip with 6 pilings
adjacent to the east side of the terminal L-head platform, a smaller 12.5' x 12.5 boat slip with 4

pilings to the western side of the pier, and a 4' x 16' step-down kayak launch landward of the
smaller boat lift. A mooring ball is proposed approximately ±100' waterward of the terminal L-
head platform, at a distance that will allow for the maneuvering of a 35' sailboat. It will feature
a 2000 lb. cast iron anchor that will rest in depths of -6.5' below NWL.
On Tract 2, a 15' x 65' boat ramp is proposed at the southeastern corner of the property where
the bulkhead is beginning to fail. The ramp will feature a 15' x 40 concrete slab and a 3' x 30'
launch dock along the length of the boat ramp. The boat ramp will be excavated, and the
concrete slab will be poured before the existing portion of the failing bulkhead is removed. The
depth at the end of the boat ramp will reach approximately -3' below NWL.
11. ANTICIPATED IMPACTS:
The project as proposed for the pier and docking facility will shade 160 ft2 of the creek bottom
(excluding the pier) which is under the allowable shaded impact area of 1160 ft2. Approximately
975 ft2 of uplands will be excavated for the installation of the boat ramp. The project as proposed
will impact the 50' Neuse Riparian Buffer Zone and the 75' CAMA Area of Environmental
Concern. This project will result in temporary turbidity from the repair and installation of the
pier, platforms, and boat slips. Total area disturbance totals are projected for ±0.029 acres at
±1135, ft2. No other impacts are anticipated.

Development Activities Narrative Specifics:
New mooring ball installation, rehab existing dock, add a couple of small additions to dock, add a small fishing boat lift and a larger
sailboat lift, install a boat ramp, add some more riprap in front of seawall.
Application Narrative:
The purpose of this project is to repair my residential property from storm
damage, add additional protection against future storms, and to add features for
leisure activities. The property is near the lower end of the Neuse river. The
river is about 5 miles wide at this point. The property is my full time
residence. The property is % of an acre and contains a single family home and
garage that was built in 1976.
Repair
The existing dock has sustained damage from previous storms (mostly from
Hurricane Florence) and has no remaining decking and is missing a handful of
pilings. The remaining pilings appear to be in good condition and should support
a new deck. It is a wooden deck with wooden pilings roughly 8' on center. In
work from a previous permit, decking as been rebuilt in the first 16' from the
bulkhead.
A section of the pvc bulkhead is failing. There is an older wooden bulkhead that
is taking the load at the moment behind the pvc wall in this location. This
section will need something to be done. I am proposing to just install a boat
ramp at this location and remove the failed wall.
Protection
To add additional bulkhead protection, I am proposing to add additional riprap
over existing riprap. There is an older layer of riprap that is largely still in
place of 2-3' pieces the entire length of the bulkhead. This existing layer is
completely submerged under normal water level conditions. I am proposing
building up the layer to above the waterline, about 5' above seabed at the
bulkhead.
Leisure features
To add to my property, I am proposing a couple of new features on the dock. A
larger platform at the end of the dock, a small "kayak dock" along the side, a
"small fishing boat" boat lift, and a "large sailboat" boat lift at the end.
I am proposing a boat ramp through the existing bulkhead at the point where it
is starting to fail. This boat ramp's primary purpose is to allow access to the
water for swimming, dinghy launch, with an occasional small boat launch. The
boat ramp will have a dock along the side to aid in launching boats. I am
proposing excavation of the ramp and pouring of a concrete ramp before removal
of the existing bulkhead. The ramp will have bulkhead construction on both
sides. The boat ramp will neck down towards the entry end to allow some room for
an existing live oak tree.
A new mooring to be installed past the end of the dock, far enough out to allow
the swing of a sailboat. Mooring will be of DORMOR cast iron type.
