Alex Rosser, P.E. 1000A Ted Johnson Parkway Greensboro NC 27409 Subject: REQUEST FOR ADDITIONAL INFORMATION Cross -Field Taxiway at Piedmont Triad International Airport Dear Mr. Rosser: On October 13, 2015, the Division of Water Resources — Water Quality Programs (Division) received your application dated October 2, 2015, requesting a 401 Water Quality Certification / Individual Water Quality Certification and Jordan Lake Buffer Authorization from the Division for your project. The Division has determined that your application is incomplete and cannot be processed. The application is on -hold until all of the following information is received: 1. A Public Notice issued by the U.S. Army Corps of Engineers (USACE) will be necessary to begin the proper consideration of an application (pursuant to 15A NCAC 02H .0503). 2. Please clarify whether the Division of Energy, Mineral and Land Resources will require riprap at the outlet of the stream culvert as part of the Erosion & Sedimentation Control Plan approval. If riprap is required, please enumerate and clearly label the temporary and permanent impacts on the site plan and submit a channel restoration detail. Riprap must be located below the stream bed elevation. [15A NCAC 02H .0506(f) and (g)] 3. All work must be done "in the dry ". Therefore, dewatering methods will be necessary to temporarily dewater the stream channel during culvert installation. Please provide a construction sequence that details the method of dewatering to be utilized at the site and the sequence of construction events to be followed to ensure compliance with this condition. In addition, please ensure that the location of the temporary impacts are shown on the construction drawings and clearly indicated in application. The Jordan Lake Buffer Rules state that Temporary Sediment and Erosion Control Devices in Zone 1 are allowable provided that "there are no practical alternatives" and that "sediment and erosion control for upland areas is addressed to the maximum extent practical outside the buffer ". Please provide a more detailed justification and /or analysis regarding this impact. [15A NCAC 02B .0237(9) and 15A NCAC 02B .0237(10)] 5. The Jordan Lake Buffer Rules state that Temporary Sediment and Erosion Control Devices in Zone 1 are allowable provided that "the disturbed area is restored to pre- construction topographic and hydrologic conditions immediately after construction is complete and replanted with comparable vegetation ". Please provide a buffer restoration plan for these areas. [15A NCAC 02B .0237(9)] 6. It appears that a small wetland between ponds E -3 and E -4 has been avoided however the nature of the impacts surrounding it may cause secondary impacts to this wetland. Please provide further analysis and any measures that PTAA will take to ensure the wetland continues to function properly. [15A NCAC 02H .0502(8)] 7. Please provide a conceptual stormwater management plan for the future phases of the project that includes the following [15A NCAC 02H .0506(b)(5) and (c)(5)1: a. A depiction of the drainage areas on the site. b. b. An estimate of the percent imperviousness associated with each of the drainage areas. c. A calculation of the water quality volume associated with each drainage area. d. A depiction of a BMPs proposed for the site. For each BMP, note the size and type on the plan sheet. Pursuant to Title 15A NCAC 02H .0502(e) and 15A NCAC 02B .0267, the applicant shall furnish all of the above requested information for the proper consideration of the application. If all of the requested information is not received in writing within 30 calendar days of receipt of this letter, the Division will be unable to approve the application and it will be returned. The return of this project will necessitate reapplication to the Division for approval, including a complete application package and the appropriate fee. Please respond in writing within 30 calendar days of receipt of this letter by sending three copies of all of the above requested information to the Wetlands, Buffers, Stormwater — Compliance and Permitting (Webscape) Unit, 1617 Mail Service Center, Raleigh, NC 27699 -1650. Please be aware that you have no authorization under the Water Quality Certification Rules for this activity and any work done within waters of the state may be a violation of North Carolina General Statutes and Administrative Code.
