PROJECT SUMMARY: The applicant proposes to reconfigure existing private docking facility to accommodate additional boat slips into Banks Channel. Jay Talbert Page 2 9. PROJECT DESCRIPTION: The project site is located at 310 Water Street, adjacent to Banks Channel, between the Atlantic Ocean and Greenville Sound. Tl~e site is located within the Town of Wrightsville Beach, in New Hanover County. To locate the property, travel east from Military Cut-Off Road (N.C. Highway 17) approximately 1 mile towards Wrightsville Beach. From the drawbridge, continue heading east on Causeway Drive (N.C. Highway 76) approximately 1 mile and proceed to cross the bridge over Banks Channel. Take the immediate right onto Waynick Blvd. (N.C. Highway 76) and travel south approximately 1 mile until you come to South Lumina Ave. Take the immediate right onto South Lumina and travel approximately O.Smiles and take a right onto Northrop Street, which will terminate onto Water Street. Turn right onto Water Street and the property of interest will be located on the left. The lot is approximately 0.10 acres with 50' of shoreline frontage, which averages approximately 6 feet above mean sea level. Tl~e applicant maintains an existing single-family residence on the property. An existing wooden bulkhead stabilizes the shoreline. Highground vegetation consists of shrubbery and ornamental landscaping. There are currently no coastal wetlands on the property. Waterward of the mean high water (MHW) is an intertidal strip of sand, which is approximately 20 feet wide. An existing pier extends into Banks Channel a distance of 120'. The pier terminates into a partially covered platform, measuring 24' in length by 14' in width. The pier continues through the platform in a westerly a distance with dimensions of 28' in length by 4' in width. An existing floating dock, measuring 20' in length by 6' in width is located on the northern side of the pier, which is accessed by a platform. Located between the floating dock and the fixed pier extension is a boatlift, measuring approximately 13' in length by l 0' in width. The existing docking facility currently accommodates up to two (2) vessels. The Wrightsville Beach Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Developed. The waters of Banks Channel, which are included in the Wrightsville Recreational Area, are classified SB# by the Division of Water Quality. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish PROPOSED PROJECT: The applicant proposes to reconfigure an existing private docking facility to accommodate additional boat slips into Banks Channel. Tl~e applicant would remove a 4' in length by 10' in width section of the existing, uncovered platform and also tl~e 28' in length by 4' in width fixed pier, just waterward of the platform. Within this section of removed structure, a new access ramp would then lead into a floating dock 40' in length by 6' in width, which would run in a westerly direction towards Banks Channel, which would run in the same alignment as the fixed pier. The proposed reconfiguration would provide docking space for up to five (5) vessels. 10. ANTICIPATED IMPACTS: The proposed construction would incorporate 240 sq. ft. of Estuarine Waters and Pubic Trust Area. Minor increases in turbidity should be expected during construction. The proposed docking facility would extend approximately 155 feet into a waterbody which measures approximately 800 feet across, which would conform with the 1/4 width rule and the established pier lengths. As proposed, the applicant's proposal would not extend beyond the Town of Wrightsville Beach Pierhead Line. The floating dock would encroach into the adjacent riparian property corridor 15' setback requirement; however, the applicant has received a waiver from the riparian property owner.
