The DWR has determined that your application is incomplete and cannot be processed. The application is on -hold until the following information is received: Please provide a narrative on how downstream turbidity levels will be monitored while the lake valve is opened to drain the lake and throughout the duration of the project. The turbidity in the receiving stream shall not exceed 50 Nephelometric Turbidity Units (NTU [15A NCAC 02B .0211 (21)] Contact me if you have any questions or concerns. Regards, Zan Price, P.E. DESK;N INONCEPT N Pia Lake Tomahawk Dreduinu Proiect Proiect Narrative Lake Tomahawk is located in the Town of Black Mountain and is a major asset to the Town's Parks and Recreation Department. The park located at Lake Tomahawk contains many other Town amenities such as the community pool, tennis courts, playgrounds, greenway and walking paths, and community gardens. The Black Mountain community places a strong emphasis on quality recreation and park services and Lake Tomahawk plays a key role in fulfilling this need. Over years of upstream development and natural erosion, the Lake has gradually collected a considerable amount of sediment near and around its forebay. The objective of this project is to restore the original design depth of the Lake and improve the overall water quality and recreational opportunities provided by Lake Tomahawk. The proposed project is planned to occur during the winter months of this year so that minimal impacts occur to the recreating public. The Town plans to begin draining the lake in mid- December and will plan to have the lake completely drained for approximately 30-45 days before construction begins. This time frame allows the sediment material to dewater to the point where equipment can enter lake bed to begin the removal process. A temporary pool of lake water will remain at the lower 1/3 of the lake adjacent to the outlet to provide TSS/Turbidity control during construction activities. The pool of water will be sized so that if there is any TSS activated during construction activities on the inlet side of the lake, it will have ample opportunities to settle out prior to discharge back into Tomahawk Branch. The town staff will be onsite during the entire construction process and will monitor turbidity of the outflowing water from the lake to ensure compliance with this requirement. The sediment will be stockpiled at edge of lake footprint for it to have additional opportunity to dewater prior to it being loaded and hauled to the disposal site, located off North Fork Rd just north of Lake Tomahawk. The project is anticipating a removal of approximately 5,000 cubic yards of material. Upon completion of sediment removal, the lake will be allowed to fill back up, all disturbed areas outside the lake footprint and the entire disposal area will be seeded and vegetation re-established. All pathways will be reconstructed to original conditions. Once vegetation is established and approved by engineer, all erosion control measures will be removed and project will be closed out.
