Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The applicant requested a detailed delineation of streams and wetlands within the proposed project boundaries prior to preparing the site plan in order to insure the limitation of impacts to the natural environment. Complete avoidance of wetlands was not practicable because The City of Raleigh requires multiple points of access for emergency vehicles therefore an entrance /exit is required from Barwell Road. The City of Raleigh as well as the NC Dept. or Transportation requires set distances of proposed entrances and exits from existing intersections such as the existing intersection of Barwell Road with Poole Road. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The proposed impacts to the wetland could not be avoided due to the required location of the entrance /exit and the fill necessary to build the road up to the proper elevation of the existing Barwell Road. Additionally, the road utilizes an existing dirt access road. We believe that the wetland is present due to an undersized culvert beneath the existing access road. 2.
