Amie, According to the DWR mitigation bank table on the website, no banks have wetland credits. Time is of the essence for this permit application approval so they can move forward with Phase 1 site work. I will reach out to Kelly and find out if she is able to issue an acceptance letter for stream credits if a private bank has some credits but not enough. Otherwise, I am going to have a SOA for stream credits and a DMS acceptance letter for stream credits and wetlands credits to get enough mitigation for USACE. Actually, thinking about this a little more I am going to see if Kelly can issue a letter to cover everything and I will also request a SOA - that way I am covered either way. When USACE issues the 404 they are Iikley to issue their MRTF's just to DMS hopefully. I am just trying to save myself time on the back end once the developer is ready to purchase the stream credits. If the banks have available credits that is the first route that should betaken as you will have to sign off on DMS saying that you checked into the banks. You would have enough mitigation credits for the stream from Starker Bank to satisfy the State and I would be able to issue the 401. However, if later you decide to go with someone else then I would have to reissue. If you want to hold off to see what Wildlands has until next week (March 2024) when they have potential credits being released, then I can hold off on issuing the permit. I also need to see what/who has wetland mitigation credits. The information from Wildlands only provided Stream mitigation credits. I didn't see anything on there for wetland credits.
