Dear Mr. Edwards:
On February 26, 2024, Danny Smith of the Raleigh Regional Office conducted a Compliance
Evaluation Inspection(CEI) of the wastewater treatment facility for S.S. Mobile Home Park, at 241
Graham Morre Road in Chatham County. The purpose of this inspection was to review facility's
compliance with the subject NPDES permit. During the inspection, the presence and cooperation of
Mr. James R. Edwards, Operator in Responsible Charge (ORC), was greatly appreciated and very
helpful to this review process.
Through NPDES permit (NC0038300), S.S. Construction and Rental Inc. is authorized to discharge treated
wastewater through outfall 001 to receiving waters designated as Brush Creek, Class C Waters, within the
Cape Fear River Basin.
Findings during inspection and file review were as follows:
1. The current NPDES permit(NC0038300) listed in DEQ's Basinwide Information Database
(BIMS) depicts the issued permit effective on August 1, 2022, and expiration September 30, 2026.
[Note: To receive automatic authorization to discharge after the expiration date, you will need to
submit a permit renewal application at least 180 days prior to the expiration of the permit.]
2. Since the implementation of EPA's NPDES Electronic Reporting Rule, S.S. Mobile Home Park
has been submitting its discharge monitoring reports (DMRs) electronically, instead of on paper.
The first DMR the Division received electronically from the permittee was December 2016.
3. The designated Operator in Responsible Charge (ORC) for S.S. Mobile Home Park is Mr. James R.
Edwards, a Grade WW II operator. No operator(s)were formally listed/designated as a back-
up Operator in Responsible Charge (bORC) for the subject facility.

Please email Danny Smith a copy of the bORC designation form within 45-days of receipt of
this letter. Also, please clearly include in this written email response: 1)you have secured a
back-up Operator in Responsible Charge for the facility and 2) confirm that you have
emailed the completed bORC designation form to [e-mail].
4. For the review period of December 2021 through December 2023, the following exceedances were
identified S.S. Mobile Home Park(Permit No. NC0038300):
• Limit violations. For August 2022 and October 2023,two (2)Notice of Deficiencies (NODS) for
BOD (monthly average). One (1)Notice of Violation(NOV) for BOD, a monthly average
exceedances for November 2023.
• Monitorinsz. No monitoring violations occurred during this review period.
• Assessments. No Civil Penalty Assessments (CPAs) were issued/assessed during this
period. (The last CPA was assessed in 2016.)
5. The required Annual Administering and Compliance Monitoring Fee for the current billing period
has been paid. There are no overdue fees.
6. The inspector compared the March 2023 and August 2023 eDMR data against the bench lab data
and field data. No discrepancies were noted. The thermometers used for the self-monitoring
program is NIST certified or checked against the NIST certified thermometer.
7. The treatment component, as listed in the subject NPDES permit, includes the following:
Manual bar screen, aeration basin, clarifier, tablet chlorinator, chlorine contact chamber, one-pass
detention polishing sand-filter, tablet de-chlorinator, poly tank, and concrete tank for sludge
holding.
- All of the above listed components were observed to be present and operable during the walk
through of the plant.
- The aeration basin,bar screen, and clarifier were observed. Some grease and foam were
observed in both clarifier and the aeration basin. Components were operational with notable
rust, in-keeping with a system/wastewater treatment unit(s) of this age.
- Sand-filter was clear of debris and vegetation growth. The sand media was well maintained.
- Sludge is hauled by Clark Septic Tank Services. Sludge is taken to Siler City for disposal.

- The inspector observed the effluent discharge from the outfall 001 to the Brush Creek. The
effluent was clear with no observable solids or foam. No detrimental impacts to the receiving
waters from the effluent were observed.
The overall condition of the subject facility was compliant with the NPDES permit requirements as
observed on the day of the inspection. If you have questions or comments about the inspection, this
