NPDES Permit NCO087998 Wake County Dear Mr. Becker: On March 6, 2024, Danny Smith of the Raleigh Regional Office of the Division of Water Resources conducted a Compliance Evaluation Inspection (CEI) of the subject wastewater treatment facility for Rand Meadows, a Subdivision located along Ten-Ten Road in Wake County. The purpose of this inspection was to ensure compliance with the subject NPDES permit. During the inspection, the presence and cooperation of Lorrain Stanger, Regional Supervisor, Kirk Hawley, Operator in Responsible Chage (ORC), and Chris Weaver, Backup Operator in Responsible Charge (bORC), were greatly appreciated and very helpful to this review process. Through NPDES permit (NC0087998), AQUA North Carolina, Inc., is authorized to discharge treated water treatment plant backwash wastewater through outfall 001 to receiving waters, an unnamed tributary to Juniper Branch a waterbody classified as C Nutrient Sensitive Waters (NSW)within the Neuse River Basin. Findings during the inspection and file review were as follows: 1. The current NPDES permit (NC0087998)was issued effective October 1, 2013, and will expire April 30, 22018. A review of the DWR's Basinwide Information Management Systems (BIMS) database confirmed that a renewal application has been received by the division and a draft permit is/remains under review. 2. Source water is produced from a water supply well. Process components includes flow meter, three (3) greensand filters, storage tank, chemical feeds systems (including chlorine, de- chlorination(calcium thiosulphate)), outfall 00 1/discharge pipe. During the walk-through of the wastewater plant, the inspector observed the permitted treatment units. All units were in operation, the area around these units were clean and well maintained. Since the implementation of EPA's NPDES Electronic Reporting Rule, Aqua North Carolina, Inc. has been submitting discharge monitoring reports (DMRs) electronically for Rand Meadows WTP backwash system, instead of on paper. The first DMR the Division received electronically from the permittee was for October 2016. (Note: As of October 7, 2019, all NPDES discharge monitoring reports submitted in the eDMR system are accepted with electronic signature; signed hardcopies are no longer required to be mailed to the Division.) 4. Aqua North Carolina, Inc. has designated Joesph K. Hawley as the facility's ORC and three (3) backup operators, including Kenneth Leslie Langston, Bradon Perry Rhiner, and Chris Weaver. All designated operators have a Grade PC-1 certification. The facility is a Class PC-I Water Pollution Control System. 5. A Basinwide Information Monitoring System(BIMS) database review, from January 2021 through December 2023, confirmed no violation notices for limit exceedances or monitoring violations have occurred for the subject facility. Also, no civil penalty assessments have been issued for this review period. 6. The required Annual Administering and Compliance Monitoring Fee for the current billing period has been paid. There are no overdue fees. 7. The ORC maintains a records of daily plant operations and visitation. The information collected includes, date and time of visitation, sampling, meter calibrations, flow meter records, and notes/documentation of actions,process control, repairs, and/or maintenance taken or affected. 8. Eurofins Scientific (Cert No. 5911. Aqua North Carolina, Inc. uses Eurofins for effluent sample analysis for the following analytes: total suspended solids, turbidity, total iron, total manganese, total nitrogen, and total phosphorus. The effluent samples are collected by Aqua North Carolina, Inc. and are provided by chain-of-custody to Eurofins. The inspector compared the March, July, and August 2023 Eurofins lab results to the reported eDMR sample results. No discrepancies were noted from this analytical results comparison. The inspector found the records to be readily available for review and well organized. 9. Field Parameters. Aqua North Carolina, Inc. conducts analysis for effluent field parameters that include pH and total residual chlorine. The inspector compared the March and August June 2023 bench lab data results to the reported eDMR sample results. No discrepancies were noted from this analytical results comparison. The supply well, flow meters, green sand-filters, control boards/panels, chemical feed systems, flow meters, piping/appurtenances as well as chemical storage were all secure, as appropriate. No issues of concern were observed. 11. Outfall 001. The permitted outfall 001 outlets to the unnamed tributary to Juniper Branch was observed. No discharge was occurring at the time of the inspection. The outfall and access to the outfall was well maintained. The overall condition of the facility was compliant with the NPDES permit requirements as observed on the day of the inspection.
