The project will permanently impact 0.02 acres of open water within Thorofare Canal. The bulkhead on the north side of the property was replaced in 2011 (DWQ Project #09 0291 Mod). The primary purpose of this project is to replace the bulkhead along the western edge of the parking area beginning at the end of the previous renovation and extending south approximately 135 ft. The timber bulkhead and timber dock on the western side of government property at Thorofare Bridge is deteriorated and has effectively failed at several locations causing loss of retained earth fill on the land side behind the bulkhead at several locations. The height of the existing bulkhead is estimated to range from about 5.5 to 9 feet above the mud line. MCAS Cherry Point plans to drive new steel sheet piles immediately outboard of the existing bulkhead with a new concrete cap, leaving the existing timber sheet piling in place. The replacement bulkhead will be comprised of a tie -back steel sheet pile system with a concrete cap and timber pilings. Demolition of the existing timber dock will be required to install the new bulkhead. Construction of a replacement timber dock is not required. A temporary turbidity curtain will be installed to prevent sediment and concrete from entering state waters. Off -site structural backfill will be placed and compacted landside of the bulkhead to final grades. Erosion and sediment control measures will include: Silt fence; construction entrance; and sodding to prevent sediment laden runoff from draining off -site.
