Per 15A NCAC 0221.0105(c)(61, directly related environmental permits or certification applications must be being prepared,

III. Certification Statement:
I Greg Fitch certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using the best
available data. This certification applies to those items listed above in Sections I and II plus all
attached planning assessment addendums for which I am the responsible party. Signature of this

overallocation allowances outlined per G.S. 143-215.1(3).

provided by the Office of State Budget and Management (OSBM) State Demographer or (2) one of the top

5. Is completion of construction for work identified in an Authorization to Construct (ATC) permit that results in

7. Does the overallocation identified as allowable under item 5 result in a WWTP flow rate greater than 800o of

future wastewater treatment, utilization, and disposal needs. This evaluation shall outline plans
for meeting future wastewater treatment, utilization, or disposal needs by either expansion of the
existing system, elimination or reduction of extraneous flows, or water conservation and shall
include the source of funding for the improvements. If expansion is not proposed or is proposed
for a later date, a justification shall be made that wastewater treatment needs will be met based on
past growth records and future growth projections and, as appropriate, shall include conservation
plans or other measures to achieve waste flow reductions. This shall be provided to the Division
prior to the proposed activity. Proceed to item 8.
b. If no, overallocation is allowable.
8. Does the overallocation identified as allowable under item 5 result in a WWTP flow rate greater than 9000 of
the permitted projected capacity after expansion? ❑ Yes or ❑ No.
a. If yes, overallocation is allowable. However, the permittee for the receiving WWTP shall obtain
all permits needed for the expansion of the wastewater treatment, utilization, or disposal system
and, if construction is needed, submit final plans and specifications for expansion, including a
construction schedule. If expansion is not proposed or is proposed for a later date, a justification
shall be made that wastewater treatment needs will be met based on past growth records and
future growth projections and, as appropriate, shall include conservation plans or other specific
measures to achieve waste flow reductions. This shall be provided to the Division prior to the
proposed activity.

Firm capacity is the maximum pumped flow that can be achieved with the largest pump out of service as per the
Minimum Design Criteria.

Enclosed is a revised original and a copy of the Fast Track Sewer System Extension Application
and the Flow Tracking form for the referenced project. We offer the following responses to your
email of February 2, 2024:
i . The utilities at Fearrington have been transferred from Fitch Creations, Inc. to
Fearrington Utilities, LLC and Greg Fitch is the Manager. The Division has been
notified of the name change for the Discharge Permit and the Collection System. Please
update your records.
2. Granville will be a continuation of the housing types in Fearrington P.U.D. The houses
proposed will be two or three bedroom units that may be permitted at 250 gpd / unit per
the Flow Reduction Letter. Item 7 had "all 2 and 3 bedroom units" added.
3. Section IX.1 has been checked "yes". The proposed sewer meets all of the setback and
separation requirements.
4. Section IX.4 has been changed to "yes".
5. An updated USGS Quad map with Granville Phase 1 added is attached. Also attached is
the Master Sanitary Sewer Plan for Fearrington with Granville shown.
6. The Granville Phase 1 project does not have any stream or buffer impacts. The project
site has been reviewed (delineated) by Chatham County Watershed Protection, NC
Division of Water Resources, and the US Army Corps of Engineers to identify streams
and wetlands. The project layout does not impact any streams, wetlands, or buffers per
the delineations by the regulatory agencies. The project layout and lack of impacts was
approved by the Chatham County Board of Commissioners during the Special Use Permit
process for Granville Subdivision.
7. The FTSE form has been updated. The flow not tributary number was a typo. The actual
average flow reflects recent flow numbers following the WWTP modification with new
flow monitoring equipment. Attached is an updated form.

Adjusted Daily Sewage Flow Design Rate

Dear Mr. Fitch.
On January 19, 2007, the Division of Water Quality (Division) received a request from your
consulting engineer, Diehl & Phillips, for an adjustment to the daily sewage flow design rates.
This adjustment would apply to all permitted but not yet tributary connections and all future
connections tributary to this facility in accordance with 15A NCAC 02T .0114(f). A flow
adjustment to 70 gallons per day per bedroom was requested. The information provided was
reviewed by the Division's Raleigh Regional Office, and additional information was provided by
your engineer to the Raleigh Regional Office dated February 23, 2007 and March 28, 2007.
In accordance with 15A NCAC 02T .0114(f)(2), the Raleigh Regional Office has evaluated all
the submitted data and considered other factors including weather conditions during the data
period of November 2005 through October 2006, monitoring data for this facility and an
analysis of flow reduction data for other facilities comparable to Fearrington. Based on the
data submitted, the Division hereby approves the use by Fearnngton Utilities for the collection
system described in Permit No. WQCS00238, and the treatment plant described in Permit No.
NC0043559, an adjusted daily sewage design flow rate of 250 gallons per day per 1 to 3
bedroom single family dwelling, with an additional 70 gallons per day per each bedroom
over 3 bedrooms, effective immediately.
In granting this flow reduction, please be advised that the Division will not reissue any
outstanding permits made prior to this flow reduction request. If reissued permits are desired,
a permit modification request with the appropriate fee must be submitted for each permit to be
so modified. Flow allocation and tracking files maintained by the Raleigh Regional Office will
be updated for any flow being shown as not yet tributary to the WWTP.
Future sewer extension applications should be made using the reduced flow amounts stated
above. All other aspects of the permitting process remain unchanged, and all applications

anticipates that, upon investigation and review of the submitted notification, the Commission will recognize
this contiguous extension and will issue a Certificate of Public Convenience and Necessity. The wastewater

Julian D. Bobbitt, Jr. and Harriett C. Bobbitt, hereinafter referred to as "Grantor", and Fitch Creations, Inc., hereinafter
referred to as "Grantee".
WITNESSETH
THAT, WHEREAS, the Grantor is the record owner of that real property described as Lot 4418, Fearrington
"Richmond Close" Section X Area C, according to the plat and survey thereof filed in Plat Slides 2018-19, 2018-20,
& 2018-21, and conveyed to Grantor in Deed Book 1971, Page 401, Chatham County Registry, to which reference
is made for a more accurate description ("Grantor's Tract"); and
WHEREAS, the Grantee is or will be the record owner of that 51.765 acre, more or less, tract of real property
adjacent to and south of the Grantor's tract, more particularly described on Exhibit A attached hereto and incorporated
herein ("Grantee's Tract"); and
WHEREAS, the Grantor desires to grant and the Grantee desires to acquire an easement over the Grantor's
Tract for the purpose of connecting Grantee's Tract to the sanitary sewer system serving Fearrington Subdivision,
which easement is more fully described below.

Hello Greg and Alan,
After reviewing the Fast Track Sewer System Extension Application for GRANVILLE SUBDIVISION PHASEI , additional information is required in
order to further process the application. Please provide the following information by MarCh 3, and note that the requested information must be
submitted within 30 days of this request, or the applicant will be required to submit a new application and application fee in accordance with 15A
NCAC 02T .0107.
1. According to our records, Greg Fitch's title is enlisted as "Vice President in NCO043559 and WQCS00238". Please provide the correct
title.
2. Please provide the design flow rate for each establishment type (one -BR, two -BR, three -BR, four-BRs), and the number of units for
each establishment type in the section VI.7 of the FTA 10-23 following the flow reduction approval letter. Please provide this detailed
information in the narrative as well.
3. Section IX.1 is not checked, please review and resubmit this page to ensure that the project meets the setback requirements as
specified in the 15A NCAC 02T .0305(f) & (g) Rules and the MDCs. If the project is unable to meet the setback requirements, then
please provide a comprehensive narrative explaining the alternative used in the project so that the Division is able to make a
determination as to whether or not Fast Track permitting is appropriate for this project.
4. According to Section IXA. of the FTA, the project is not located in a buffered basin. However, according to NC Riparian Buffer Areas
map the project is located in the Cape Fear River Basin and subjected to Jordan Lake Stormwater & Buffer Permit Programs. Please
update Section IX.4. of the FTA to reflect this.
S. According to Section F of the Application Instructions, an 8.5-inch x 11-inch color copy of a USGS Topographic Map and an aerial map
should be included with the application. The maps need to clearly identify the project area, including the closest surface waters,
general location of the gravity sewer, pumpstations, and force mains, and the downstream connection points for the receiving sewer.
Please provide the required maps according to the application requirements.
6. Although Section IX.5. indicates that a 401/404 authorization is not needed, the project map was not clear to identify the nearest
stream. Please confirm that the 401/404 authorization is not applicable for the project area. This information can be entered into a
comprehensive narrative. Additionally, does this project have any stream crossings or other stream and/or wetland impacts? If so,
what are the impacts and are they temporary or permanent?
7. In the FTSE 10-23 Section I.g, the total actual and obligatory flows to the facility is not correct. Please update Section I.d-h. and
resubmit the FTSE form.
15A NCAC 02T .0107 Staff Review and Permit Preparation states:
• "(2) (e) If an application is accepted and later found to be incomplete, the applicant shall be advised how the application or accompanying
supporting information may be modified to make it complete. The staff shall advise the applicant:
(2) if all required information is not submitted within 30 days, the project will be returned as incomplete. Any resubmittal of a returned
application shall be accompanied with a new application fee."
