Inspection Summary:
Compliance inspection conducted by Fayetteville Regional office staff, Bailey Taylor, Tabytha Smith and Denise Bruce as a
result of the individual permit renewal for NCS000391.Staff met with Jorge Rivera, Environmental Health and Safety
Coordinator, onsite. During the site inspection, the Stormwater Pollution Prevention Plan was reviewed for all necessary
components. The SWPPP included all necessary components. During the inspection, documents for analytical and
qualitative monitoring were observed dating back to 2019. The site is currently under semi-annual monitoring requirements
and has Representative Outfall Status for Outfall 2,which is located near the access road off Ramsey St. Qualitative
monitoring has been conducted at both outfall in compliance with permit requirements. The facility has a general waste
discharge permit for the non-stormwater discharge of boiler water blowdown which was presented during the inspection. This
discharge takes place at outfall one and is sampled according to those permit conditions. The facility conducts weekly site
inspections as part of their Best Management Practices and Good Housekeeping. During the site walk, both outfalls were
observed. Absorbant booms had been placed downstream of both outfalls as a BMP for pollutant removal. The "tank farm"
area requires maintenance, however, this area drains to an oil/water seperator which discharges to a POTW(pwc) and is not
tied to stormwater. The outdoor liquid storage area had proper BMPs inplace. Storage area was covered and matierals were
off the ground. Absorbant/spill kits were located nearby. Outfall 2 drains from an oil/water seperator which takes on most of
the sites drainage before discharge to the stormwater conveyance system. Increasing the cleaning frequency of this
oil/water seperator would be recommended. This outfall may become ponded due to rising bog water from adjacent Carvers
Creek. If this outfall is persistantly ponded, it is recommended that an access point be established to collect analytical
samples from an upstream location where samples may be more consistant and accurate to industrial activities.
