Quality REQUEST FORM
If a facility is required to sample multiple discharge locations with very similar storm water discharges, the
permittee may petition the Director for Representative Outfall Status(ROS). DEQ may grant Representative
Outfall Status if storm water discharges from a single outfall are representative of discharges from multiple
outfalls. Approved ROS will reduce the number of outfalls where analytical sampling requirements apply.
If Representative Outfall Status is granted,ALL outfalls are still subject to the qualitative monitoring
requirements of the facility's permit—unless otherwise allowed by the permit(such as NCG020000)and DEQ
approval. The approval letter from DEQ must be kept on site with the facility's Stormwater Pollution
Prevention Plan. The facility must notify DEQ in writing if any changes affect representative status.

facility for compliance with the conditions of the permit prior to that approval.

The submission of this document does not guarantee Representative Outfall Status (ROS)will be granted as
requested. Analytical monitoring as per your current permit must be continued, at all outfalls, until written
approval of this request is granted by DEQ. Non-compliance with analytical monitoring prior to this request
may prevent ROS approval. Specific circumstances will be considered by the Regional Office responsible for
review.

Representative Outfall Status (ROS) Request
4) Detailed explanation about why the outfalls above should be granted Representative
Status: (Or, attach a letter or narrative to discuss this information.) For example, describe
how activities and/or materials are similar.
Southern Pipe has two outfalls, as shown in the Site Map. Most of the stormwater from Sothern
Pipe is diverted to Outfall #1, on the east side of the property. This includes all the stormwater
from building 1, railcar unloading, shipping and receiving, and outside storage areas.
The stormwater from the roof of Building 2 and employee parking from building 2 flow to
Outfall #2. However, the majority of stormwater flowing to Outfall #2 is from a neighbor
company called Fiber Composites, LLC dba Fiberon. Fiberon has diverted the majority of their
stormwater to a culvert North of the driveway to the Ram building, #13 on the Site Map. The
stormwater traverses under the road and discharges at#18 and exits the property at Outfall #2
(#17 on the Site Map).

Industrial activities, and raw materials/finished products within each drainage area
The primary SIC code for SP is 3084— Plastic Pipe, and their NACIS code is 326122 - Plastics Pipe
and Pipe Fitting Manufacturing. Virtually all materials are stored indoors or in storage silos. As
necessary, finished products are stored outdoors in designated, paved areas. Rail Car Unloading
occurs in an outdoor process area. The stormwater for these areas flows to Outfall #1.
Building#2, houses compounding, warehouse storage, and offices. The compounding is done
within the building and piped out through the side of the building to the silos near Building 1.
Stormwater which contacts the outside of these pipes flows to Outfall #1. The stormwater
which contacts the loading docks at Building#2 flow to outfall #1.

Fiberon catch basin North of#14 on the map. In 2023, Fiberon modified their catch
basin North of#14 on the map. As stated above, almost all of the stormwater from Fiberon
flows into the catch basin North of#14 on the map. The stormwater flows into a pipe under the
road and out at#18.
