Appendix E — Selected Construction and Survey Plans Appendix F — Email Confirmation 1 Royal Street Stream Bank Stabilization ...*GooseRock Branch No -Rise Flood Stud 6 Y Y TIMMONS GROUP Wake County, NC NO -RISE FLOOD STUDY ROCKY BRANCH CITY OF RALEIGH, NORTH CAROLINA 1 Introduction The Rocky Branch (Basin 30, Stream 5), a tributary to Walnut Creek (Basin 30, Stream 1), is located in the City of Raleigh, Wake County, North Carolina. The project site is in a single-family residential area located just south of Hillsborough Street and West of Gorman Street in Raleigh, North Carolina. The project includes the properties located at, 607 and 611 Royal Street. Rocky Branch located on the properties is unstable and actively eroding. The stream channel has active lateral migration that is moving towards existing structures located on the properties. Approximately 170 feet of stream bed and bank have been identified for repair and improvement through the City of Raleigh Drainage Assistance Program. The watershed above the project site is comprised of both residential and commercial land use. The purpose of this study is to evaluate the proposed stream improvements, water surface elevation changes, for on the effective FEMA base flood and floodway elevations of Rocky Branch and verify that there will not be a rise in the water surface elevations. HEC-RAS version 6.4.1 was used for this analysis. 2 Analysis 2.1 Effective Model The Effective Model for Rocky Branch includes a single plan file named Multiple Profiles (p01), a flow file named Multiple Profiles (f01), and a geometry file named Existing Conditions (g01). The geometry file was renamed "Duplicate Effective" and nothing else was changed about that geometry file. The flow file contains the 100-year base flood, floodway, and 2-year, 10-year, 25-year, 50-year, 100-year, and 500-year future flow profiles. This study evaluates the project using the 100-year base flow and floodway profiles. The project impacts are located along the stream between FEMA cross -sections at river stations 21927 and 21026. Surcharges exceeding the standard tolerance of 0.00 to 1.00 ft were noted at cross sections 17929, 17838. 16252, 16169, 16157, 15344, 14520, and 14100. These cross sections are outside the project area and not corrected in the Corrected Effective. The project site is located on FIRM Panel 3720079400K, dated July 19, 2022. The published data and Effective FIRM Panels for the site are included in Appendix B and a flood study work map is included in Appendix A. The flood study models used in this study were obtained from the North Carolina Floodplain Mapping Program (NCFMP) Flood Risk Information System' (FRIS) on 5/16/2023 as a HEC-RAS file named Rocky Branch. Associated shapefiles for cross sections, floodway, effective centerline, and 100-year floodplain were downloaded and imported into AutoCAD Civil 3D 2023 for base map comparisons and to analyze limits of disturbance for the project. 2.2 Corrected Effective Model The corrected effective plan file was copied from the "Multiple Profiles" plan (p01) and renamed "Corrected Effective" (p02). The "Duplicate Effective" geometry file (g01) was also copied and renamed "Corrected Effective" (g02). The following changes were made to the Corrected Effective: • Stream Centerline: c The stream centerline georeferencing was updated based on surveyed conditions. 2 Royal Street Stream Bank Stabilization • Rocky Branch No -Rise Flood Stud TIMMONS GROUP Wake County, NC c Adjusted the FEMA centerline to the surveyed existing conditions centerline. The stream length adjusted by lengthening approximately 14.8 feet to its current conditions. ■ FEMA length = 6069.90 ft ■ Adjusted Existing Conditions length = 6084.7 ft Adjusted FEMA cross section 21746 to 21756: c Adjusted georeferenced information so that cross section crossed stream at a more perpendicular alignment. c Stream station adjusted to 21756. c Adjusted downstream lengths of cross section 21746 to a consistent 123-feet on Left Overbank (LOB), Right Overbank (ROB), and Channel. The effective lengths are below: ■ LOB = 102.9 ft ■ Channel = 101.5 ft ■ ROB = 100.49 ft c Mannings "n" value adjusted: ■ 0.04 changed from station 342.91 to 343.11. ■ 0.08 changed from station 371.56 to 371.47. c Additional surcharges were noted. ■ Encroachments were moved from a right encroachment of 308 to 315 and a left encroachment of 385 to 380. ■ The additional surcharges were eliminated with these changes. The comparison between the effective and the corrected effective 100-year natural and floodway water surface elevations is shown in Table A. The following modifications were made to the geometry file: Cross sections were added in order to model the stream in its current condition. The geometry was based on survey and LiDAR topographic data downloaded from the NCFMP website. Cross sections were set at the start and end of riffles from the proposed design in various locations along the project area to ensure the most accurate comparison. Four cross sections were also cut from the existing conditions surface to model a pedestrian footbridge found on site. The added cross sections are as follows: c Cross section 21927 (a FEMA cross section) was modified by adjusting the downstream lengths of the LOB, ROB, and Channel to account for the additions of the bridge cross sections. ■ ROB input as 3.59 ft ■ LOB input as 299.68 ft ■ Channel input as 110.05 ft 3 Royal Street Stream Bank Stabilization ...*GooseRock Branch No -Rise Flood Stud 6 Y Y TIMMONS GROUP Wake County, NC o Cross section 21817 was added as Cross Section #4 for the existing pedestrian bridge. ■ Obstructions were put at station 592.3 and 614.3 at an elevation of 426-feet which is consistent with the effective obstruction in that area. The obstruction in that area is the 603 Royal Street residence. ■ Floodway encroachments were input to minimize surcharges and included in Table B below. ■ Channel callouts were measured using Civil 3D and morphological "Top of Bank" determinations. ■ Contraction and Expansion coefficients were input as 0.3 and 0.5 respectively to account for footbridge routine. ■ Downstream lengths were adjusted to account for the appropriate next cross section. o Cross section 21789 was added as Cross Section #3 for the existing pedestrian bridge. ■ Obstructions were put at station 554.9 and 609.9 at an elevation of 426-feet which is consistent with the effective obstruction in that area. The obstruction in that area is the 603 Royal Street residence. ■ Floodway encroachments were input to minimize surcharges and included in Table B below. ■ Channel callouts were measured using Civil 3D and morphological "Top of Bank" determinations. ■ Contraction and Expansion coefficients were input as 0.3 and 0.5 respectively to account for footbridge routine. ■ Downstream lengths were adjusted to account for the appropriate next cross section. o Pedestrian (PED) Bridge 21786 ■ Top chord based off survey points 415.5-feet and 414.7-feet. Low chord one - foot below high chord. o Cross section 21783 was added as Cross Section #2 for the existing pedestrian bridge. ■ Obstructions were put at station 557.7 and 611.9 at an elevation of 426-feet which is consistent with the effective obstruction in that area. The obstruction in that area is the 603 Royal Street residence. ■ Floodway encroachments were input to minimize surcharges and included in Table B below. ■ Channel callouts were measured using Civil 3D and morphological "Top of Bank" determinations. ■ Contraction and Expansion coefficients were input as 0.3 and 0.5 respectively to account for footbridge routine. ■ Downstream lengths were adjusted to account for the appropriate next cross section. o Cross section 21774 was added as Cross Section #1 for the existing pedestrian bridge. ■ Obstructions were put at station 571.1 and 604.7 at an elevation of 426-feet which is consistent with the effective obstruction in that area. The obstructions in that area are the 607 and 611 Royal Street residences. ■ Geometry was modified from corrected effective using updated survey information. ■ Floodway encroachments were input to minimize surcharges and included in Table B below. ■ Channel callouts were measured using Civil 3D and morphological "Top of Bank" determinations. ■ Contraction and Expansion coefficients were input as 0.1 and 0.3 respectively to account for footbridge routine. ■ Downstream lengths were adjusted to account for the appropriate next cross section. ■ Mannings "n" remained the same as in the Corrected Effective model. o Cross section 21735 was added to model the existing pedestrian bridge. ■ Obstructions were put at stations 395.27 and 408.99 at an elevation of 425-feet, and station 460.72 and 501.3 at an elevation of 425-feet which is consistent with the effective obstructions in that area. The obstructions in that area are the 607 and 611 Royal Street residences. ■ Geometry was based on existing survey and LiDAR. ■ Floodway encroachments were input to minimize surcharges and included in Table B below. ■ Channel callouts were measured using Civil 3D and morphological "Top of Bank" determinations. ■ Contraction and Expansion coefficients were input as 0.1 and 0.3 respectively to account for footbridge routine. ■ Downstream lengths were adjusted to account for the appropriate next cross section. ■ Mannings "n" values were assigned to be consistent with the effective model. Overbank left was input as 0.1, overbank right was input as 0.08, and the channel was input as 0.04. o Cross section 21686 was added to model the existing pedestrian bridge. ■ Obstructions were put at stations 388.35 and 409.42 at an elevation of 425-feet, which is consistent with the effective obstructions in that area. The obstruction in that area is the 611 Royal Street residence. ■ Geometry was based on existing survey and LiDAR. ■ Floodway encroachments were input to minimize surcharges and included in Table B below. ■ Channel callouts were measured using Civil 3D and morphological "Top of Bank" determinations. ■ Contraction and Expansion coefficients were input as 0.1 and 0.3 respectively to account for footbridge routine. ■ Downstream lengths were adjusted to account for the appropriate next cross section. ■ Mannings "n" values were assigned to be consistent with the effective model. Overbank left was input as 0.1, overbank right was input as 0.08, and the channel was input as 0.04. o Cross section 21632 is an original FEMA cross section. ■ Geometry was updated with survey and LiDAR topographical data. ■ Floodway encroachments were input to minimize surcharges and included in Table B below. ■ Channel callouts were measured using Civil 3D and morphological "Top of Bank" determinations. ■ Contraction and Expansion coefficients were input as 0.1 and 0.3 respectively to account for footbridge routine. ■ Downstream lengths were adjusted to account for the appropriate next cross section. ■ Mannings "n" remained the same as in the Corrected Effective model. Overbank left was input as 0.1, overbank right was input as 0.08, and the channel was input as 0.04. o Cross section 21587 was added to model the existing pedestrian bridge. ■ Geometry was based on existing survey and LiDAR. ■ Floodway encroachments were input to minimize surcharges and included in Table B below. ■ Channel callouts were measured using Civil 3D and morphological "Top of Bank" determinations. ■ Contraction and Expansion coefficients were input as 0.1 and 0.3 respectively to account for footbridge routine. ■ Downstream lengths were adjusted to account for the appropriate next cross section. ■ Mannings "n" remained the same as in the Corrected Effective model. Overbank left was input as 0.1, overbank right was input as 0.08, and the channel was input as 0.04. o The model output results show surcharges of -0.03, -0.01, -0.01, -0.04, -0.01, -0.01 ft at cross sections 21587, 21662, 21686, 21735, and 21786.1 BR D outside the normally acceptable range of 0.00 ft to 1.00 ft. Efforts to remove these surcharges were limited by the nature of the incised stream. According to the NCFMP Riverine Modeling Guidelines and Standard (revised 5/22/2020), the accepted range in these circumstances is -0.09 ft to 1.04 ft. Due to the addition of these cross sections, base flood elevations increased and decreased throughout the project area but matched the Corrected Effective water surface elevation at the extents of the project site. 2.4 Proposed Condition Model The Existing Conditions plan file (p03) was copied and renamed "Proposed Conditions" (p04) and the "Existing Conditions" geometry file (g03) was copied and renamed "Proposed Conditions" (g04). The following modifications were made to the geometry file: • Adjusted the Proposed Conditions centerline to the Proposed alignment. The stream length adjusted by shortening approximately 10.3 feet to its proposed conditions. o Existing Conditions length = 6084.7-feet o Adjusted Proposed Conditions length = 6074.4-feet • Cross sections updated using proposed grading topography and imported into HEC-RAS. 7 Royal Street Stream Bank Stabilization • Rocky Branch No -Rise Flood Stud TIMMONS GROUP Wake County, NC c Geometry data was adjusted on all nine (9) added cross sections and two (2) modified FEMA cross sections. The floodway encroachment stations were adjusted throughout the project area to account for the significant changes to the stream channel and the effects of the improvements on the water surface elevation. Existing and Proposed cross -sections are included in Appendix C. Appendix D includes the Existing and Proposed model output tables. A drop in water surface elevation occurs throughout, with a maximum of -1.87 at cross section 21735. The change in water surface elevation exceeds 0.50 foot and will require a LOMR certification upon completion of construction. Email correspondence regarding the flood study requirements is included in Appendix F. 3 Results Summary The results of the analysis show that no rise in water surface elevation occurs in the regulated floodplain or floodway of Rocky Branch (Basin 30, Stream 5) due to the proposed channel and bank improvements. Dominick: The meeting that we would like to have with Ben would be to discuss the drop that we have with the design currently to see if it would be acceptable to submit a no rise report and then follow up with a LOMR to revise the Base Flood Elevations. The drop that we have is from -1.0 up to -1.92 feet . If we can get an ok to submit the no rise than we will proceed with completing that report. If we are not permitted to submit a no -rise with drops in the water surface within this range there will be only two other options. 1. We go with the design that we have and submit a CLOMR 2. We revise the design to lessen the drop. We would prefer not to do this as lowering the water surface as much as possible with homes currently in the floodplain is the better option.
