Occasional rental of a use of borrowed personal tractor, and contractor's use of a barge for lift installation, kept in
yard for short periods.
Development Activities Narrative Specifics:
New mooring ball installation, rehab existing dock, add a couple of small additions to dock, add a small fishing boat lift and a larger
sailboat lift, install a boat ramp, add some more riprap in front of seawall.
Application Narrative:
The purpose of this project is to repair my residential property from storm
damage, add additional protection against future storms, and to add features for
leisure activities. The property is near the lower end of the Neuse river. The
river is about 5 miles wide at this point. The property is my full time
residence. The property is % of an acre and contains a single family home and
garage that was built in 1976.
Repair
The existing dock has sustained damage from previous storms (mostly from
Hurricane Florence) and has no remaining decking and is missing a handful of
pilings. The remaining pilings appear to be in good condition and should support
a new deck. It is a wooden deck with wooden pilings roughly 8' on center. In
work from a previous permit, decking as been rebuilt in the first 16' from the
bulkhead.
A section of the pvc bulkhead is failing. There is an older wooden bulkhead that
is taking the load at the moment behind the pvc wall in this location. This
section will need something to be done. I am proposing to just install a boat
ramp at this location and remove the failed wall.
Protection
To add additional bulkhead protection, I am proposing to add additional riprap
over existing riprap. There is an older layer of riprap that is largely still in
place of 2-3' pieces the entire length of the bulkhead. This existing layer is
completely submerged under normal water level conditions. I am proposing
building up the layer to above the waterline, about 5' above seabed at the
bulkhead.
Leisure features
To add to my property, I am proposing a couple of new features on the dock. A
larger platform at the end of the dock, a small "kayak dock" along the side, a
"small fishing boat" boat lift, and a "large sailboat" boat lift at the end.
I am proposing a boat ramp through the existing bulkhead at the point where it
is starting to fail. This boat ramp's primary purpose is to allow access to the
water for swimming, dinghy launch, with an occasional small boat launch. The
boat ramp will have a dock along the side to aid in launching boats. I am
proposing excavation of the ramp and pouring of a concrete ramp before removal
of the existing bulkhead. The ramp will have bulkhead construction on both
sides. The boat ramp will neck down towards the entry end to allow some room for
an existing live oak tree.
A new mooring to be installed past the end of the dock, far enough out to allow
the swing of a sailboat. Mooring will be of DORMOR cast iron type.

CAMA MAJOR DEVELOPMENT PERMIT
The Department of Environmental Quality hereby gives public notice as required by N.C.G.S.
113A-119(b) that an application for a development permit in an Area of Environmental Concern
as designated under the Coastal Area Management Act (LAMA) was received on 26 December
2023. According to the said application submitted by Matthew Scales to install a boat ramp and
rip rap, pier repair, platform extension, a kayak launch, two boat lifts and mooring buoy.
A copy of the entire application may be examined or copied at the office of Kelly Spivey,
District Manager, Washington Regional Office, 943 Washington Square Mall, Washington, NC,
during normal business hours. Public comments received by 29 March 2024 will be considered.
Later comments will be accepted and considered up to the time of permit decision. Project
modifications may occur based on further review and comments. Notice of the permit decision in
this matter will be provided upon written request.
