issued by the DWR; and

VALLEY PROTEINS, INC.
Valley Proteins Inc. is part of the North American rendering industry, an important player in maintaining a clean environment by recycling
the perishable material generated by restaurants, supermarkets, livestock and poultry processors and forms of food processing. A large part
of this raw material is converted in our plants to high quality fats and protein ingredients used by the poultry and livestock industry to
scientifically mix with grains and other ingredients to optimize the nutrition level of animal feed. Our conversion process also yields
ingredients used in lubricants, soaps, paints and varnishes, pet foods, etc. Without our industry, cities and towns would have to provide huge
landfills to dispose of the massive quantity of animal parts that would then slowly contaminate the subsoil as it rots. Restaurants would have
to dispose of cooking grease through the sewer systems thereby increasing maintenance and capital costs of sewer lines and treatment
facilities.
The greatest source of raw material for our plants within North Carolina is the output from poultry processors that are not used for human
consumption (i.e. trimmings, bones, feathers, etc.). Other raw material sources within North Carolina are restaurants and grocery chains that
produce cooking grease, trap grease and meat trimmings.
Rendering is a cooking and drying process that yields varying grades of inedible fats and animal and poultry meals. The raw material is
prepared for cooking by a mechanical chopping process, and it is then cooked. The output of the cooking process is either sent over a
vibrating screen or a drain screw conveyor to separate the fats and oils from the solids. The fats are further processed to reduce the amount
residual solids and may be mixed with vegetable oils, etc., depending upon customer requirements. The high protein solids are sent through
a grinding process to produce meat meals or meat and bone meals which may also be combined with other materials based upon customer
demands.
To maintain as clean an environment as possible, our plants treat wastewater — a by-product of the cooking process — and cooking vapors
prior to their release into the environment. The cooking vapors are passed through air condensers to condense the vapors to water. The
resultant vapors are then sent though air scrubbers that chemically treat the air to eliminate odors. Wastewater is treated in a system of
aeration ponds, treatment tanks and holding ponds prior to spray irrigating growing crops.

Continuous Cooker System
Raw Material is dumped into the Raw Material Bin. A conveyer transfers raw materials from the Raw Material Bin across a powerful Electromagnet to
remove metal fragments prior to cooking.
A Raw Material Grinder (aka Pre -Crusher or Pre-Hogger) reduces the raw material size to assure complete cooking. The Super -cooker (or Cooker) is
fed at a controlled rate by the Metering Bin.
The Super -cooker's steam -heated shaft raises the temperature of the raw material to 250-270 degrees Fahrenheit, evaporating moisture and separating fat
from solids. The cooker discharges a slurry of fat and solids into the Drainor. The Drainor separates fat from solids.
Water and vapor exit the Super -cooker into the Entrainment Trap that removes particulates from the steam and returns them to the Super -cooker. The
vapor is then ducted to a condenser (usually a Shell and Tube or an Air Cooled Condenser).
Solids from the Drainor are discharged into the Over -pressor Screw Conveyor and are combined with solids from the Sweco and Centrifuge.
Solids are conveyed to the Pressor, a continuous screw press which presses fat from solids.
The pressed solids are conveyed to the Crax Bin and then to the Hammermill which reduces clumps of solids (crax) into fine meal. The fine meal is
conveyed to the Rotex that removes any feather fragments, etc. from the meal. Finished meal is then conveyed to storage.
Fat from the sedimentor and the Pressor are pumped to the Sweco which removes floating particles. These particles are then pumped to a Centrifuge.
The Centrifuge removes any residual solids from the fat before it is pumped to storage.
The Cooling Tower is in a closed loop system circulating water through the Shell & Tube Condenser and back to the Cooling Tower; water from the
Shell & Tube Condenser enters the Cooling Tower at approximately 140 degrees and returns to the Shell & Tube Condenser at approximately 90
degrees.
The Shell & Tube Condenser receives hot vapors from the Cooker and condenses the vapors resulting in two outputs from the Shell & Tube
Condenser — Water that goes to the Wastewater Treatment System and non-Condensables that are eventually returned to the boilers.

As requested, the staff of the Division of Water Quality has completed the review of the
Tax Certification Request for real and personal property for the Valley Proteins Inc., (Carolina
By -Products, Wadesboro Division) Wastewater Treatment Plant. The application for Tax
certification lists the address as 656 Little Duncan Road, Wadesboro, NC 28170 in Anson
County. Your Facility was inspected for Tax Certification purposes on 8/6/2010. Tax
Certification requires continued compliance with all conditions in all Division of Water
Quality Permits.
The facility holds DWQ Permit No. WQ0000957 for operation of a wastewater treatment
facility with NO discharge to surface waters nor contamination of ground water. The permit
allows 220,000 GPD to be disposed of by spray irrigation, 45,000 GPD to be evaporated in a
cooling tower, and 177,000 GPD wastewater and residuals disposal by spray irrigation on 135.7
acres. There was no separate permit listed for disposal of residual solids from wastewater
treatment, but was previously permitted under Permit No. WQ0007504. The permit was issued
on 7/8/2009 with an expiration date of 6/30/2014, the permit was extended on 2/22/2010 to have
an expiration date of 6130/2017.
This facility has previously received the following Tax Certifications; TCS-FV-001 and
TCS-FV-121. The items previously certified were not listed, inspected, or evaluated to
determine if they were still present or operational. A copy of your Tax Certificate and Inspection
Determination Report are attached. During the inspection and review it was determined that
items listed on your application that are being used exclusively for Permitted Wastewater
Treatment are eligible to receive tax certification. Items determined to NOT be eligible for Tax
Certification are noted on the Determination Form.

resolved, and restored to full compliance in order to receive or keep your Tax Certification.
