As far as the landscaping and hardscaping go the landscaping in Zone 2is"exempt from the buffer
rules so you don't need to include that in the minor variance application which I've attached for your
use. The minor variance for the hardscaping isn't necessarily a given since you'll have to show that the
impacts in Zone 2 have been avoided and minimized as much aspossible. Then the unavoidable impacts
will need tobemitigated. For single family projects, this mitigation can involve plantings sothe
landscaping can actually help achieve this mitigation if the plantings are trees and shrubs, and the area
being planted is currently in herbaceous vegetation.
So just let me know about the permit for the bulkhead and boat ramp portion of the project because I'm
able to issue an after-the-fact right away for that. Thanks.

Hey[herh,
The boat ramp is one change and it has been installed. The other change is the extension of the
bulkhead on the opposite side of the property from the boat ramp. The original application had a
drawing that showed the bulkhead being terminated early and we decided that it would be better to
extend it along the water front property line to the property corner.
The hardscapingin Zone 2 has not been built yet. |tis scheduled tobe installed after the home isbuilt. |
haven't started the house construction yet because the local municipality is needing to verify that | have
met all my requirements/approvals with you first before they will issue me a zoning and building
permit. The "minor variance" application isn't pressing right now but I would like to proceed with it if
you can point me in the right direction.

Hi Willie,
I've had a chance to review your after - the -fact application, and I needed to ask you a couple of
questions and let you know something in regard to your application. Is the only change the addition of
the boat ramp in the Buffer Impacts table on page 5 of the application? Also, have you already done the
hardscaping in Zone 2 of the buffer?
The original permit that you were issued only authorized 0.10 acre of impact within the lake itself. I
didn't notice the Buffer Impact table because page 1 of the application only indicated that you were
applying for a 401 Water Quality Certification, and that's for the 0.10 acre of lake impact. Now I'm
seeing the Buffer Impact table, and I can authorize the buffer impacts for the walkway to the boathouse
in Zone 1, the landscaping in Zone 2, and the boat ramp in Zone 1. The hardscaping in Zone 2 will
actually require a minor variance which is a different application process.
If you could just get back to me about the questions and let me know about the hardscaping in Zone 2, 1
would appreciate it. Thank you.
