If the same parameter exceeds its benchmark twice in a row,all parameters at that outfall will go into Tier 2 status. If the same parameter exceeds its benchmark four times in any five year period,all parameters at that outfall will go into Tier 3 status. Below is a summary of this system, but a more in-depth explanation can be found in the applicable permit. We have conducted an inspection,identified some actions and are in the process of implementing those actions. As we prepare to obtain the monthly samples,the question we have is: Do we need to sample for all stormwater parameters or just the ones that were above the benchmark for two consecutive sampling events? We did walk the site yesterday morning to identify any potential areas to collect spot samples. Hopefully we get another rain event soon and can start getting those samples taken. I do have a question for you or Kim regarding the requirements of the Tier 2 Response. For the monthly monitoring,do we need to test for all parameters of the stormwater program or only the parameters that have exceeded the benchmark(in our case,copper and zinc)? If you haven't started additional sampling to figure out where the exceedances are originating,now would be a good time. You might also want to get a background rainfall sample by putting a clean plastic bucket on site,take a roof drain sample as many roofs have galvanized metal,and a sample of any water coming onto your facility from another. These types of samples will help rule out some sources that do not reflect your industrial activities. You may also want to take samples in different production or storage areas to track it down. Good afternoon DEMLR supervisor and staff- Please let this email serve as notice for an exceedance of stormwater benchmark at the PowerSecure Manufacturing,Inc. facility(PowerFab)located at 1410 Coltrane Mill Road,Randleman,INC. The site is authorized to discharge stormwater under North Carolina General Permit No. NCG03000(Certificate of Coverage No. NCG030729),which requires quarterly analytical monitoring. 4th quarter stormwater samples were taken on November 21,2023,from the two outfalls on site. The results for Outfall 001 exceeded the benchmark for copper and zinc. (Outfall 2 was below all benchmark limits) Outfall Copper(mg/0 Zinc(mg/L) 1 0.093 0.41 Due to these exceedances,a Tier 2 response has been initiated for these parameters at Outfall 1. Initial exceedance occurred during 2nd quarter monitoring reported to NCDEQ on July 10,2023. Outfall 2 remains in Tier 1 program.
