The North Carolina Division of Water Resources conducted an inspection of the Havelock WWTP on
3/05/2024. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in NPDES WW Permit No. NC0021253. The findings and comments
noted during this inspection are provided in the enclosed copy of the inspection report entitled
"Compliance Inspection Report".

On the day of inspection there was some sludge on the ground throughout the plant and in the area
adjacent to the WWTP leading to the East Prong of Slocum creek. These solids came from a bypass
that occurred on March 2, 2024. During the inspection on March 5, 2024 plant personnel was
cleaning up the sludge inside the fence but no effort had been made by the City to clean up the
solids leading to the East Prong of Slocum creek.
Influent sampler is on constant time and constant volume with a sample taken every 20 minutes. On
the day of inspection sampler temperature was 6.5 degrees C. The facility was reminded that sampler
temperature must be below 6 degrees C.
The bar screen and grit chamber are currently bypassed due to influent manhole replacement which
is projected to be completed by March 8, 2024. The bar screen and grit chamber will be placed back
online once construction is completed.
MLSS in the aeration basin is around 6,500 mg/I with the sludge blankets in both Clarifiers around 6'.
MLSS concentrations appear to be elevated in the system and the MLSS levels need to be at a more
manageable level to prevent washout during high flow events.
Lewis Farms land applies the sludge for the Havelock WWTP. Lewis Farms applied 205.52 dry metric
tons of sludge for the City of Havelock during 2023.
The facility was judged to be Non -Compliant.
