Apex, NC 27502 Subject: Compliance Evaluation Inspection Non-Discharge Permit: WQ0043910 Facility: Parcel No. 79888 Jack Bennett Rd. SFR Chatham County Dear Mackey Lambert, On February 9, 2024 Staff from the Raleigh Regional Office visited your single-family residence (SFR) wastewater treatment system to conduct a startup inspection and evaluate compliance with the subject Non-Discharge Permit. The assistance of Tyler MacConnell of MacConnell and Associates and Jason Stephenson and Keith Whitfield of ConMech Industries during the inspection was helpful and appreciated. Non-Discharge Permit WQ0043910 was issued April 27, 2023 and will expire on September 30, 2029. Our records indicate the treatment system consists of a 1,000 gallon baffled septic tank with effluent filter and sanitary tee, a 1,000 gallon E-Z Treat recirculation tank with an audible/visual high-water alarm and a 13.6 gallon per minute (GPM) recirculation pump, a Model 600 (600 GPD capacity) E-Z Treat Treatment Pod, a 10 GPM ultraviolet (UV) disinfection unit, a 4,500 gallon field dosing tank with an audible/visual high-water alarm and a 12.4 GPM field dosing pump, a control panel with rain/moisture sensor, a hydraulic unit, a meter vault with a two-zone flow splitting valve, a 0.234 acre drip irrigation area consisting of two zones, and all associated piping, valves, controls, and appurtenances. Non-Discharge Permit WQ0043910 authorizes the operation up to 360 gallons per day (GPD). The authorized irrigation is in accordance with the effluent limits and monitoring requirements established within the Non-Discharge Permit. The system appeared to be well installed with all components of the system as detailed in the permit included. The drip field did not have any cover crop planted. A competent vegetative cover needs to be installed prior to operation of the system. Additionally, Permit Condition I. Schedules 1. states “Upon completion of construction and prior to irrigation, a North Carolina licensed Soil Scientist shall conduct a soil evaluation of all irrigation areas with placed fill material. The evaluation shall certify that irrigation areas using fill material can accept the permitted loading rate. Lambert WQ0043910 February 16, 2024 Page 2 of 2 conductivity of the least permeable layer; soil fertility and amendments added; verification of fill suitability and depth of fill material to the ground surface and the seasonal high-water table; and any other properties that might impact the soil's ability to accept irrigated effluent. The Permittee shall submit the Soil Evaluation via the Non-Discharge online portal. The Permittee shall not operate the wastewater irrigation system until the Raleigh Regional Office approves the soil evaluation. [ 15A NCAC 02T .0108( b)( 1)( A)]” I have not been able to locate the LSS evaluation of the disposal area that is required after the fill material was added and incorporated in our database or files. Please address these issues and provide the required documentation prior to operating the system.
