1. FACILITY SUMMARY
Central Care Inc. sends 100% domestic discharge to Central Care WWTP. Central Care WWTP is a minor
facility (flow < 1 MGD) with a design capacity and permitted wastewater discharge of 0.01 MGD facility
that includes the following components:
♦ Septic tank
♦ Dosing chamber
♦ Surface sandfilter
♦ Tablet chlorination
♦ Tablet dechlorination
RENEWAL SUMMARY
This renewal contains the following changes:
➢ Section A. (3.) has been updated regarding electronic submission of effluent data. Federal
regulations require electronic submittal of all discharge monitoring reports (DMRs).
➢ In July 2016 the NPDES program began implementation of revised ammonia criteria based upon
the potential for toxic impacts from ammonia. Previously, some 100% domestic discharges were
allowed to choose an effluent toxicity test instead of an ammonia limit. Based on input from EPA in
program and permit reviews, that option is no longer available.
As these permits are received for renewal (or major modification), ammonia limits are being
calculated and included in the permit in accordance with the revised criteria. Appropriate limits
have been added in this draft permit based on the results of the waste load allocation spreadsheet
and to remain consistent with the Division's 1999 ammonia policy for minor facilities discharging
< 1 MGD and the Division's updated 2016 ammonia criteria. The effluent toxicity test is being
removed, as it was only there in lieu of an ammonia limit.
These limits will take effect in January of 2028. This compliance schedule is to allow time for the
necessary facility modifications to meet the ammonia limits. Until the limits take effect, the facility
will monitor ammonia with no effluent limits.

➢ Daily temperature effluent monitoring changed to weekly per WSRO (Ron Boone):
"All good except this is one that had a daily temperature on the previous permit but they didn't monitor it
daily because they didn't want to pay the operator to come and do so every day so we gave them an
exception and Charles changed BIMS to a weekly temperature only. There are, in fact, several outstanding
CPAs for missing temperature readings. So, maybe we should just make that change on the permit. Other
than that, I have no comments, concerns, or questions."
➢ The Waste Load Allocation spreadsheet for this discharge calculated NH3-N limits of 1.0 mg/L for
summer and 1.8 mg/L for winter. However, Division policy has established that for small
discharges (< 1 MGD) the best available treatment technology for these facilities leads to monthly
average limits no lower than 2 mg/L -summer and 4 mg/L — winter.

Apex Lane, Mount Airy) in
Surry County. This facility dis-
charges to an unnamed tribu-
tary to Stewarts Creek in the
Yadkin- P ee Dee River Basin.
Currently, total residual chlo-
rine (TRC), fecal coliform, and
ammonia nitrogen are water
quality limited. This discharge
may affect future wasteload al-
locations in this portion of this
unnamed tributary to Stewarts
Creek.

All good except this is one that had a daily temperature on the previous permit but they didn't
monitor it daily because they didn't want to pay the operator to come and do so every day so we
gave them an exception and Charles changed BIMS to a weekly temperature only. There are, in fact,
several outstanding CPAs for missing temperature readings. So, maybe we should just make that
change on the permit. Other than that, I have no comments, concerns, or questions.
