SDO-005 is defiantly an outfall and as such must be sampled. Hi Thad— Sometime in the early 2019 timeframe, I was tasked by Sharon Owens (former EHS manager) to look into SDO-005. We determined that the flow from the curb &gutter that was designated as SDO-005 commingles with the flow in SDO-002 as dispersed flow upstream of waters of the State and before it leaves Flowserve's property. Three samples collected at SDO-005 (end of curb &gutter) indicated that the measured parameters were below or close to the BMVs. Even Copper was measured at 0.013, 0.021, and 0.0066 mg/L at SDO-005 which is similar or lower that than the other outfalls. In early 2023 1 was tasked to notify your division that Flowserve was making a planned change in accordance with the Permit Part H-3 by eliminating SDO-005. We submitted this notification via letter mailed to Mike Lawyer on May 8, 2023. We did not realize this notification required a response from DEMLR. As per previous correspondence with your division, we are requesting that you fast-track a decision on eliminating SDO- ALT(100%off-site flow), SDO-001 (includes flow from SDO-ALT), and SDO-005 (flows into SDO-002)from future outfall monitoring. 1 V/r jim frei www.stormwatergroup.com Office: 919.661.9954 Fax: 919.661.8108 Cell: 919.819.4229 Serving Industries, Boat Yards, and Municipalities since 1999. Thad—attached are the ROS letters that I can find in my files. The folder RE:2-7-18 RAIL.xlsx is an email correspondence between you and Sharon Owens. Note that SDO-ALT is flow entering the site from only S. Saunders St and an adjacent property. SDO-ALT is upstream from SDO-001 which also includes on-site runoff via several catch basins. The metals measurements at SDO-ALT have always been higher than at SDO-001. Flowserve does not contribute to SDO-ALT. SDO-004 outlet end is unsafe to access and is otherwise impractical to collect samples.
