The following restates your questions/comments and is then followed by our response. Additional Information Requested Level Spreader: a. Please label the level spreaders on the plans and reference these labels in the Level Spreader Worksheets. b. Please relocate both 61 foot level spreaders further downslope, adjacent to the wetlands, to avoid the steep areas downslope of their currently proposed locations. c. Please ensure that all riprap dissipater pads at the end of the bypass structures are designed so that the downslope stormwater flow is non-erosive (i.e., not exceeding two feet per second during the ten- yearstorm). d. The level spreader detail on site plan should include the forebay. Please see the attached letter from Mr. Alan Keith, PE, of Diehl & Phillips, PA which answers the above questions in detail. Additionally, revised construction drawings have been attached per your request. 2. A detail of the flow splitter box should be shown on the plans. DWQ has noted that it was included in the calculation sheets. The submittal is missing pages 7, 10 and 17 of the calculation sheets. Please show calculation for the 10 year storm discharge values (Q«~) for each drainage area to the flow splitter box, and show calculation for the velocities exiting the dissipater pads as discussed in 1 c. above. Please see the attached letter from Mr. Alan Keith, PE, of Diehl & Phillips, PA which answers the above questions in detail. 4. Please provide the approval letter and one copy of the approved Stormwater Management Plan for the proposed development from Wake County or the City of Raleigh. If Stormwater Management Plan is not required please provide a letter from the appropriate jurisdiction to that effect. The percent imperviousness of the total area draining to the wetland is such that a Stormwater Plan MAY be required. It should be noted that this project was submitted to and received by the NC DWQ on September 10, 2007. Per the NC DWQ website, "Any application for a General 401 Water Quality Certification received on or before October 31, 2007, will be reviewed in accordance with the conditions of the GC in effect on the date of the application. Any application received on or after November 1, 2007 will be reviewed in accordance with the conditions of the new GC ". Therefore, as stated in the initial application, this project is subject to the sormwater guidelines of the GC 3631 which requires a Stormwater Management Plan for projects that have greater than 30% impervious. Please see the attached impervious calculations for the proposed Arbor Chase Subdivision. This project is below 24% and therefore does not require a sormwater management plan. The level spreaders have been labeled on the construction plans as LS-1, LS-2, and LS-3 to coincide with the Level Spreader Worksheets. 2. LS-1 has been relocated closer to the wetlands as requested by NC DWQ. LS-2 cannot be moved closer to the wetlands without impacting the wetlands. The clearing, grading, and stone strip downstream of the level spreader lip would be in the wetlands if LS-2 is moved. 3. All rip rap velocity dissipators were designed according to NC Land Quality methods using the NY DOT chart. The velocity dissipator calculations are included in the Stormwater Calculations that are enclosed. See Pipe P-8, P-9 and P-18 calculations. The velocity dissipators are sized for Q-10 per the State Manual. The velocity dissipators extend to the edge of the wetlands. 4. All level spreaders have a forebay. The forebay is shown in plan view on the enclosed construction plan sheet, and the forebay is detailed on the plan sheet also. 5. A detail for the flow splitter box is included on the enclosed construction plan sheet. 6. The calculations for all pipes are included in the enclosed Stormwater Calculations. 7.
