Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * Currently the majority of the site is either maintained yard or built upon with either buildings or driveways. Two large man made ponds can be found at the back of Tract 1, and a Pocosin type wetland can be found at the back of Tract 2 (please see the JDs attached). Residential and commercial is the main land use within close proximity to the project site. The area is experiencing rapid development due to it's close proximity to Wilmington and nearby beaches. 4b. This road will serve as a collector street, as required by Pender Co. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * The project will entail removing trees, woody and herbaceous vegetation, and unsuitable soils from approximately 0.07-acre of the existing Pocosin wetland on Tract 2 (see attached site plan). Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Prior to designing the project, the applicant had the waters of the US (WoUS), including wetlands delineated and their WoUS delineation verified by the USACE. Once the WoUS were confirmed, the applicant designed around the feature and only proposed to impact it for a road. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Prior to undertaking land disturbing activities, the applicant will install sediment and erosion control measures, such as silt fence, diversion ditches, and sediment traps. The measures will be inspected weekly and within 24 hours of a rain event that produces more than 1 inch of rainfall within a 24 hour period. 2.
