Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The applicant had waters of the US, including wetlands, delineated before designing the project. Once it was determined that wetlands bisected the lot, the applicant designed the house to be located wholly within uplands and placed the driveway to cross the wetland at its narrowest point. Additionally, the applicant sought to access the property off of Middle Sound Loop Road, but the DOT objected. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Prior to commencing with land disturbing activities, the applicant will install sediment and erosion control measures. The measures will be inspected weekly and repaired/replaced as needed. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a.
