the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to

Whispering Meadow Phase 3
Fast Track Sewer Extension Application
Project Narrative Report
The request is for the approval to install 250 of 8" D) sewer line Providing sewer flow for
phase 3 of Whispering Meadows Subdivision to serve 10 lots of the subdivision. The subdivision
sewer capacity was requested in 3 phases. Phase 1 and phase 2 were already permitted. This
request is applying for permit to construct phase 3. The sewer demand was recalculated by
reducing capacity to 75 g/day/room t. The requested capacity for this phase (phase 3) is 2,550
GPD. See
Town of Pittsboro approved the subdivision for the sewer to be phased in 3 phases.
• Phase 1 of the subdivision sewer line was permitted, installed and accepted (Permit
Number WQ0036104.). Phase I is serving 12 lots. All lots in phase 1 have houses
completed and served with sewer.
• Phase 2 of the subdivision sewer line was permitted (Permit #WQ0043121 dated March
18, 2022. Construction of Sewer. Phase 11 comprises of 11 lots
• Phase I and Phase 11 permit request for amendment to deduct unutilized
allocation are being prepared to be submitted to DEQ
• This application is for phase 3.
• Construction of phase 3 is pending permit approval. Construction is expected to start
March 01, 2024 and completion of sewer line installation April 30, 2024.

The Town of Pittsboro has approved sewer allocation in the amount of 285 gallons per day (GPD) for Phase 3, which
includes ten (10) single family lots. Pursuant to G.S. 143-215.1 (f3) the required allocation of 75 GPD/bedroom shall
apply to both Phase 2 and Phase 3, which reduces the allocation required for Phase 2 from 4,440 GPD to 2,775 GPD,
which has been permitted but not tributary. Additionally, the total allocation required for Phase 3 has been reduced
from 4,080 GPD to 2,550 GPD. Since 4,440 GPD was allocated to Phase 2 on September 3, 2021, with 600 GPD unutilized
allocation from Phase 1, the total allocation required to complete Phase 2 & 3 is (2,775 GPD + 2,550 GPD) - 4,440 GPD -
600 GPD = 285 GPD.

Dear Permittee:
In accordance with your application received January 4, 2022, and additional information received on
March 18, 2022 we are forwarding herewith Permit No. WQ0043121 dated March 18, 2022, to the Town
of Pittsboro (Permittee) for the construction and operation upon certification of the subject wastewater
collection system extension. This permit shall be effective from the date of issuance until rescinded and
shall be subject to the conditions and limitations as specified therein. This cover letter shall be considered
a part of this permit and is therefore incorporated therein by reference.
Please pay particular attention to the following conditions contained within this permit:
Condition 11.1: This permit shall not be automatically transferable; a request must be made and
approved.
Condition 11.4: Requires that the wastewater collection facilities be properly operated and maintained
in accordance with 15A NCAC 02T .0403 or any individual system -wide collection system
permit issued to the Permittee.
Condition 11.7: Upon completion of construction and prior tooperation of these permitted facilities, the
completed Engineering Certification form with checklist attached to this permit shall be
submitted with the required supporting documents to the address provided on the form.
Permit modifications are required for any changes resulting in non-compliance with
this permit, regulations, or the Minimum Design Criteria. [15A NCAC 02T.0116]
It shall be responsibility of the Permittee to ensure that the as -constructed project meets the appropriate
design criteria and rules. Failure to comply may result in penalties in accordance with North Carolina
General Statute §143-215.6A through §143-215.6C, construction of additional or replacement
wastewater collection facilities, and/or referral of the North Carolina -licensed Professional Engineer to
the licensing board.

In accordance with the provisions of Article 21 of Chapter 143, General Statutes of North Carolina as
amended, and other applicable Laws, Rules, and Regulations, permission is hereby granted to the
Town of Pittsboro
Chatham County
for the construction and operation of approximately 700 linear feet of 8-inch gravity sewer; to serve four
4-bedroom and seven 3-bedroom homes as part of the Whispering Meadows Subdivision, Phase II project,
and the discharge of 4,440 gallons per day of collected domestic wastewater into the Town of Pittsboro's
sewerage system, pursuant to the application received January 4, 2022, and additional information
received on March 18, 2022 and in conformity with 15A NCAC 02T; the Division's Gravity Sewer Minimum
Design Criteria adopted February 12, 1996 and updated in March 2008, as applicable; the Division's
Minimum Design Criteria for the Fast -Track Permitting of Pump Stations and Force Mains adopted June 1,
2000 as applicable; and other supporting data subsequently filed and approved by the Department of
Environmental Quality and considered a part of this permit.
This permit shall be effective from the date of issuance until rescinded and shall be subject to the specified
conditions and limitations contained therein.

I apologize for the errors. I reviewed your comments and hope I addressed all
correctly. Below is your email response copied. I have my response in Red to every
item as follows
1. The project coordinates were corrected and provided in Section 11.4 of the FTA
Lat: 37.708056 and Long:-79.181806 — These coordinates are near Willow, VA.
Please provide an updated Page 1 with the correct project
coordinates. Response: From North Carolina Latitude and longitude map the

coordinate for address (114 Whispering Meadows Lane, which is the last house
built in Whispering Meadows SubdivisionPhs 1) is Latitude: 35.708138 decimal
degree and Longitude :-79.181404 decimal degree. (the last 2 numbers were
added to the revised FTA ) Phase III starting point is approx. 400' to the north
west of 114 Whispering Meadows Lane. The coordinates 35.708952,
-79.180541, seems to be closer to the project area specified in the maps
submitted on 02/09/2024. Please verify and update the FTA accordingly.
a. Also, according to the TopographicChatham C. tax map pdf provided, it
appears as though Phase III connects to Phase 11. If this is the case, then
the downstream sewer is Whispering Meadows Phase 2 (WQ0043121).
The system wide collection system may be the Town of Pittsboro
collection system, please verify with the Town and enter the correct
WQCS permit number. Please update Section V.1-3 accordingly.
