On behalf of the applicant, Meridian at Broad Street Market, LLC (Attn: Kenneth Dickinson) please find
attached a complete application and supplemental information requesting written concurrence from the
U.S. Army Corps of Engineers) that the activities proposed below may proceed under Nationwide Permits
3 and request for the appropriate 401 from the N.C. Division of Water Resources (NCDWR). In addition a
buffer authorization is being requested for impacts related to utilities (711 sq.ft of Zone 2). Other exempt
buffer impacts are shown on the plans but do not require authorization form DWR. By copy of this
information we are also providing DWR with a courtesy notification of the applicants' intention to impact
0.327 acres of isolated wetlands. An application fee is attached since stabilization exceeds 40'
cumulative for the project.
The Nationwide 3 permit is for the replacement of existing piping and associated riprap at the
downstream discharge points and construction access at the upstream end of the pipes. Buffer impacts
will occur for this maintenance and some grading with reforestation in Zone 1 as well as grading with
revegetation in Zone 2 will occur on parts of the site for development, both of which are exempt activities.
However, one buffer impact will occur associated with utilities and a BMP discharge which does require a
DWR buffer authorization. Please contact me at (919) 270 -7941 if you have any questions or require
